Functional Responsibilities

Summary of Key Functions:

1. Assist in designing and implementing a Health Financing Mechanism

Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Support the development and revision of Health financing Manual and tools
  • Assist in the development of contracts with service providers
  • Continuous analysis and monitoring of the financial situation of service providers , and advice to Finance Specialists on fund flow management.
  • Participate in the performance evaluation of the Hospitals
  • Under the supervision of the Health Finance Senior officer conduct initial training to the health financing team in UNOPS and selected hospitals for the claiming procedures.
  • Assist the Hospitals to prepare their business plan
  • Ensure the maintenance of a good filing and archiving system for the purpose of achieving quick reference and up-to-date financial records
  • Join routine coordination meetings with program stakeholders (providers, local health authorities, implementing partners, etc)
  • Actively track and manage risks, seeking and implementing effective mitigation strategies
  • Report any issues impacting the initiative to the UNOPS Health financing Unit
  • Perform any other duty as may be requested by the supervisor
  1. Accounting and Payments

Accounting, Payments, Payroll functions focusing on achievement of the following results:

  • Provide correct general ledger account information and support the payment process.
  • Verify and validate the claims by the Hospitals for completeness of financial supporting documents prior to processing payments.
  • Verify and validate the calculation of each payment as per the quantity scores and quality scores by quality evaluation team and verifiers
  • Timely corrective actions on erroneous data in the Enterprise system. Preparation of financial reports as required.
  • Timely reimbursements, payments of costs by the Service Providers
  1. Cash Management and Treasury
  • Support the budgeting and fund flow forecasting of implementing the health service financing mechanism.
  • Assist Finance Senior Officer for the timely preparation of monthly cash flow forecast for use by Finance Specialist in the preparation of overall fund cash requirement liaison with clients to obtain estimates of their cash requirement.
  • Initiation of bank transfers and deals in the Enterprise system.

4. Knowledge building and knowledge sharing

  • Organize, facilitate and/or deliver training and learning initiatives for personnel on finance-related topics.
  • Provide sound contributions to knowledge networks and communities of practice by synthesizing of lessons learnt and dissemination of best practices in human resources.
  • Contribute feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

Impact of Results

The effective and successful achievement of results by the Finance Associate directly impacts the efficient and effective management of financial resources in projects and programmes, demonstrating UNOPS’ effective stewardship of donor and partner funds. These promote the credibility of the organization as an effective service provider in project services and management.

Education/Experience/Language requirements

a. Education

  • Completion of secondary school is required.
  • A Bachelor’s degree in Accounting, Financial Management, Treasury Management, Business Management ,Business Administration or related field will be considered an asset and may substitute some years of relevant experience.

b. Work Experience

  • Minimum 6 years of relevant experience in the development programs
  • Experience in engaging with the private health sector/private hospitals is preferred
  • Experience in public health will be an asset
  • Appropriate technical knowledge on health systems, financing and service delivery will be an asset.
  • Good communication and problem solving skills is required
  • Demonstrated ability to work with minimal supervision in a complex environment is required
  • Good writing and analytical skills is required
  • Experience with G Suite is an asset

c. Languages

  • Intermediate in both English and fluency in Myanmar is required
