Position Overview

Pact is part of the consortium implementing the MOMENTUM Country and Global Leadership project, a five-year global funded USAID project to provide targeted Maternal Newborn Child Health, Family Planning and Reproductive Health (MNCH/FP/RH) and Technical and Capacity Development Assistance to countries to facilitate countries’ journeys to self-reliance. MOMENTUM aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans.

Pact is contributing to a 3-year MOMENTUM buy-in in Côte d’Ivoire that will increase, in the selected underserved areas, the accessibility, quality, and use of proven interventions that fundamentally improve women’s health as well as that of their newborn infants and children. The activity is expected to build on past MCH and FP/RH efforts that have proven successful in Côte d’Ivoire, to complement ongoing MCH and FP/RH interventions, and to take advantage of USAID’s strong district level presence by coordinating with HIV/AIDS and malaria efforts in ways that optimize inputs and health outcomes.

Reporting to the Senior Capacity Development Advisor, the Finance and Operations Officer is responsible for Pact’s overall financial operations of the project and ongoing administrative and operational support for the project. In addition to leading effective logistical coordination of project activities, the Finance and Operations Officer will monitor use of financial resources, expenditures, and preparation of financial reports. They will oversee the human resources and procurement activities of Pact’s buy-in activities. They will ensure implementation of logistical, financial, human resources and procurement policies are in line with USG regulations and Pact policies.

Key Responsibilities

Finance

  • Contribute to the development of policies, guidelines, and criteria for the management of project finances in accordance with Pact standards and USAID regulations;
  • In collaboration with Pact DC-staff, prepare and submit financial reports and cash requests to successfully administer payroll and process departmental invoices for payment;
  • Work closely with Pact DC to ensure compliance and effective and proactive fiscal management;
  • Monitor and analyze program budgets, which allow accurate projection of expenditures and comparisons of actual and budget spending and advise on corrective plans;
  • Lead quarterly reforecasting exercises;
  • Maintain financial files according to Pact standard and support;
  • Management of the project payroll and statutory deductions;
  • Lead and oversee annual budget preparations which includes overseeing work plan costing and the integration of work plan and donor-approved budgets;
  • Coordinate review of financial and audit reports; and
  • Liaise, as necessary, with in-country payroll company.

Operations

  • Provide regular timely and clear operations and administration-related communications and updates to Pact DC staff and key stakeholders;
  • Support project reporting, as required;
  • Assumes primary responsibility for setup, maintenance and compliance of departmental files, including personnel files; and
  • Work collaboratively with the Pact DC human resources team to provide any needed support to staff related to the full HR life cycle, including employment-related questions, internal audits of HR files to ensure compliance with country statutes and regulations, and performance management among others.
  • Perform other duties as assigned.

Basic Requirements

  • Bachelor’s degree in a related field, such as business administration, finance, or accounting;
  • At least five (5) years’ experience in financial and operations management related to international development;
  • Experience with USG project management and managing the finances of USAID-funded programs;
  • Previous human resources experience and ability to exercise sound and timely judgement and maintain confidentiality of sensitive information;
  • Critical thinker with a can-do approach to problem solving, disaggregating larger/complex problems to identify underlying drivers and critical nuances;
  • Ability to perform and prioritize multiple tasks;
  • High degree of professionalism and ability to deal sensitively with confidential material;
  • Strong interpersonal (verbal and written) communication skills.

Preferred Qualifications

  • Professional-level English language skills (written and oral).
