CARE is seeking a Finance and Grant Officer to join its Policy Advocacy and US Programs Department, supporting financial and budget management for the department. This position supports in managing and refining effective systems and processes for good stewardship of an annual budget of $10million+ spread across three functional teams (US Government Advocacy, Global Advocacy, and US Programs) and several accounts including multiple restricted grants and unrestricted allocations. This position works closely with the Senior Grants and Finance Manager to lead on day-to-day financial management for the department. Using CARE’s financial systems as well as our departmental management systems, the responsibilities for this role include creating frequent BVA and other spending update reports; calculating spending vs. budget projections; frequent data input to process new and close out ending grants; collaborating closely with Shared Service Center (SSC) and CARE Finance Department to process new funding, adjust expenses, and completion of other internal financial management processes. Additionally, this position provides grant and contracts support to Sr. GFM and all three functional teams including processing contracts, purchase orders, invoices/payments, subgrants, grant budget modifications, etc.

Responsibilities:

  • Procurement, Contracts and Partnership Management
    • Work with GFM to support on drafting and approving vendors and partners contracts in alignment with relevant CARE policies for partnership and contracts.
    • Support on processing of contracts, purchase requisitions, and purchase orders ahead of services rendered.
    • Support on processing the invoices and payments after services are rendered or when due.
    • Work closely with CARE accounts payable and procurement teams to ensure all policies and processes are being effectively adhered, while meeting departmental needs
    • Support whole department in proper processing of travel expense reports and credit card reconciliations as necessary.
  • Financial and Grants Management
    • Support on management reports to GFM , like financial monitoring tools, to provide frequent updates to budget holders on budget vs. actual, spending patterns and analysis, budget and spending projections, financial health analyses, etc.
    • Collaborate closely with the Shared Service Center (SSC) and Sr. GFM to ensure that donor agreements are correctly set up in PeopleSoft and Adaptive Planning.
    • Collaborate closely with SSC and Sr. GFM to set up new grants including uploading grant budget, and completing agreement approval checklists.
    • At the guidance of Sr. GFM, updates SSC and leads on internal process for no-cost extensions and other restricted budget adjustments o In close collaboration with Sr. GFM, support on adjustments, documentation and coordination across budget managers.
  • Budget Planning and Strategy
    • Join and/or represent department in frequent check-ins with Finance Department and SSC
    • Participate in end-of-year close out and new fiscal year planning strategy sessions with Sr. GFM,
  • Other duties as assigned

Qualifications:

  • 2+ years work experience in relevant capacity or field.
  • Experience with basic financial management skills including developing and monitoring budgets and financial reporting.
  • Demonstrated ability to work both independently and as part of a team.
  • Demonstrated ability to collaborate well with others across countries and cultures and develop and maintain positive working relationships.
  • Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail.
  • Ability to work effectively under pressure and maintain a positive attitude.
  • Strong Microsoft Excel skills (formulas, pivot tables, graphs);
  • Bachelor’s Degree and work experience in finance, accounting, budget and financial management, grant management and/or relevant fields of study.
  • Interest in/passion for CARE’s mission and values.
  • Experience with financial software, BudgetMate and PowerBi financial management tools Proficiency in multiple languages.
  • Experience in development and humanitarian programming.
