UOSSM International is currently looking for a Finance and Administrative Officer (FAO), based in France, to support its project implementation in the MENA region from financial and administration aspects. UOSSM International is a lead applicant in various projects with other partner organizations overall

the FAO is responsible for project finance and administration of the organization, assisting the supporting the staff team. The Finance and Administrative Officer will be reporting to the head of operations in the HQ

Specific Responsibilities:

1- Financial Reporting and Auditing:

  • · Preparing quality projects budget and timely submitting a financial report in accordance with UOSSM and the donor-specific guidelines.
  • · Financial/administrative management of the grant (ensure compliance of donor’s policies and procedures and verification of partners’ supporting documents), including supervision of implementing partners’ activities. –
  • · Providing support in all procurement purchases, reviewing implementing partners’ financial documentation as required.
  • · Reviewing grants agreements (Description of Action DoA, Memorandum of Understanding MoU, etc) and supporting documents to ensure accuracy, consistency, and reasonableness.
  • · Following up closely on expenditure verification process including supporting the planning, advising on the clearance of audit reports, and ensuring follow-up of critical audit findings.
  • · Liaising with partners and co-beneficiaries on all aspects of financial management
  • · Ensuring compliance with financial internal controls, and ensuring that transactions are processed, and assets managed in accordance with UOSSM International and donors’ rules & regulations.
  • · Responsible for accomplishing all bank transactions, bank management, and reporting and providing periodical Cash flow reports.
  • · Support audit in the closing of financial statements.
  • Administrative Tasks: –
  • · Manage HR in financial and administrative aspects
  • · Manage the facilities in France
  • · Perform all administrative tasks requested from him.
  • · Accomplish all official tasks requested with external entities in coordination with the line manager
  • · Preparing monthly/annual accounts closure, including bank reconciliations and submission of reports in a timely manner to the headquarter
  • · Ensuring monthly and annual financial reports on the association
  • · Supporting in writing, drafting project budgets & proposals and concepts notes.
  • · Developing, monitoring, and reporting project budgets
  • · Overseeing regulations and policies implementation
  • · Facilitating project financial operational activities development processes including report documents.

  • The FAO is required to perform other related duties and tasks as assigned.

2- Other Duties Coincidental to the Position:

  • Supporting project-related internal and external communication and strengthening relations between UOSSM International, UOSSM Members, and partners – Ensuring partners are acknowledged in all Project outputs and reports according to the required visibility policies.

Qualifications: Required:

  • · BSc/BA degree in Finance, Accounting, experience in humanitarian aid sector or any related field.
  • · Experience: 3 to 5 years professional experience in finance and project management
  • · Experience in managing financial reports, budgeting, and in HR tasks with NGOs and/or humanitarian aid sector is an asset.
  • · Languages: fluent in English, Arabic, and French.
  • · Good communication skills
  • · Excellent knowledge of Microsoft office tools, in particular excel.
  • · Familiar with working from a distant environment.
  • · Excellent report writing experience.
  • · have work permit in the EU. It- Located in Paris, France.
  • · Experience working with NGOs/ INGOs rules and regulation
  • · Experience in human resources
  • · Familiar with the Middle East context.
