The International Foundation for Electoral Systems (IFES) seeks a Finance and Administration Officer to support the local field office with financial management, procurement, and administration for day-to-day activities under the USAID-funded program. This position will be based in San Salvador.

PRIMARY FUNCTION/PURPOSE:

The International Foundation for Electoral Systems (IFES) seeks a Finance and Administration Officer to support the local field office with financial management, procurement, and administration for day-to-day activities under the USAID-funded program. This position will be based in San Salvador.

IFES COVID-19 Vaccine Requirement:

In accordance with Executive Order 14042 on Ensuring Adequate COVID Safety Protocols for Federal Government Contractors, International Foundation for Electoral Systems has adopted a policy to comply with the requirements that all employees assigned to a federal contract or contract-like instrument be fully vaccinated before their start date. Job Responsibilities:

MAJOR DUTIES AND RESPONSIBILITIES:

Oversee project administration, finances, budgeting, and reporting.

Oversee procurements in accordance with IFES policies and USAID rules and regulations.

Ensure that donor and government financial reporting requirements are met.

Serve as the field office liaison with HQ-based staff including finance and contracts and grants staff.

Prepare monthly financial expenditure reports and field office wire transfer requests for approval and submission to IFES HQ.

Implement financial, administrative and procurement policies and procedures for IFES El Salvador to ensure compliance with IFES’ policies and regulations.

Oversee field budget and prepare financial analysis for regular reporting to the Country Director and IFES HQ.

Establish and maintain petty cash controls including custody and reconciliation on a monthly basis.

Responsible for local procurement packages and maintaining a field purchase order and contract services system to monitor expiration dates, renewals, payments and contract field ceilings.

Collect office bills, prepare check requests and submit them for approval to the Country Director

Maintain proper and confidential filing of finance related documents.

Manage office inventory, perform a monthly count and update inventory list accordingly.

Manage monthly payroll and benefits process.

Coordinate travel logistics for staff in and around El Salvador.

Other duties as assigned.

POSITION REQUIREMENTS:

Education: Bachelor’s Degree in accounting, business administration, or related field.

Experience: Minimum of 4 years of relevant experience, preferably working with USAID-funded projects. Experience with financial tracking, forecasting and Microsoft Excel-based spreadsheets.

Related Skills or Knowledge: Demonstrated project administration and fiscal management skills. Microsoft Office and Windows proficiency required; advanced knowledge of Excel and QuickBooks highly desired. Thorough knowledge of international donors, USAID and non-US financial regulations and contract compliance requirements. Detail oriented and organized. Demonstrated ability to prioritize and handle multiple tasks and consistently meet tight deadlines. Ability to develop and manage effective local relationships by applying cultural awareness. Strong communicator, both verbally and in writing in Spanish and in English. Collaborative, team oriented individual. Proven capacity to work well with minimal supervision.

Language Skills: Strong working knowledge of written and verbal English is required.
