Department

Program Operations (PrOps) – Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Program Operations teams contribute to realizing this by: ensuring effective project management through supporting project startups, implementation, reporting and financial management as well as closeouts; portfolio coordination: providing a coordinating role across departments in DC that support country offices and programs; working with country teams to develop, refine and pursue their strategies by leveraging technical knowledge (our own and others) and supporting business development as needed; knowledge sharing and learning: enhancing communication between country offices and DC-based teams to ensure better understanding of the diverse operating environments and program approaches.

Position Overview

Pact seeks an experienced Finance and Administration Manager for an anticipated project in Zimbabwe from the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO). The project is expected to help establish norms of participation, accountability, and respect for human rights- and contribute to effective civic action to claim and defend constitutional rights. The Finance and Administration Manager will be the lead expert for financial operations and management. Responsibilities include efficient resource deployment and use, program accounting and financial reporting systems, cost-share, and related reporting, and ensuring compliance with FCDO financial and accounting rules and regulations. This position is contingent upon award.

Key Responsibilities

· Oversee all administration, financial reporting, cash management, and procurement coordination and ensure an effective and efficient operating platform for the program.

· Responsible for oversight of budget preparation, processes, and management in conjunction with the relevant program managers, including the development and review of relevant standard costs and scales for the programs.

· Track expenditures and justify allocations and reclassifications, when required.

· Work closely with senior management to address any financial or performance issues to ensure smooth implementation, financial and technical reporting, and tracking of the individual partner/ subgrantee activities against work plans.

· Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support the implementation of the award

· Design and implement robust financial management systems and procedures following Pact standards adapted to handle specific country constraints and conditions yet ensuring adequate internal controls and minimizing risks.

· Work with the relevant Departments (Programs, M&E, etc.) on integrated management of all project finances to ensure effective use of resources to achieve program objectives in compliance with all donor requirements.

· Managing the project budget, tracking project spending, and preparing financial reports for submission to FCDO

· Support financial management of sub-grants, including processing advances/liquidations, monitoring/compliance visits, and close-out procedures.

· Adhere to all of Pact’s Code of Conduct policies including our Zero Tolerance Policy on Harassment, Sexual Exploitation, and Abuse in the workplace.

Basic Requirements

· Master’s Degree in Business Administration, Finance, Accounting, or other relevant fields; or a bachelor’s or certified accounting degree with ten (10) years of experience.

· Minimum eight (8) years of experience in accounting, operations, and financial management of international development assistance programs in developing countries.

· Demonstrated knowledge and skills in developing and managing large budgets, including proficiency in relevant computer applications and databases.

· Demonstrated supervisory experience, interpersonal skills, and team-building experience.

· Ability to travel within Zimbabwe and occasionally internationally when health and safety concerns regarding COVID-19 diminish.

Preferred Qualifications

· Fluency in one or more official languages of Zimbabwe (aside from English).

· Demonstrable experience managing grants, contracts, or other mechanisms that allow projects to seamlessly change course in response to new information.

· Knowledge of the political, social, and economic context of Zimbabwe.

· Experience with accounting software such as Serenic, Navigator, ERPs, ACCPAC, or others.
