IMPL. PROJECT has operated in the Philippines for more than seven years. Our data driven programming efforts have included projects that counter violent extremism, support livelihoods, establish community cooperatives, and protect natural resources and the environment. Our programs have been funded by domestic and foreign governments, international foundations, private sector clients, and private donors.

IMPL. PROJECT’s current program portfolio includes multiple grants supporting livelihoods of fisherfolk in coastal communities and at-risk communities in and around Marawi City. IMPL. PROJECT is also implementing a multimedia program designed to raise awareness on challenges and opportunities for fishing communities operating in the South China Sea. Finally, IMPL. PROJECT regularly collects data on community perceptions and needs throughout key communities in the Philippines.

Position Summary

This position is intended to support an anticipated award with the Gerry Roxas Foundation’s (GRF) West Philippine Seascape (WPSeascape) Program funded by the United States Agency for International Development (USAID). The purpose of the Finance & Administration Officer/Manager role will be to contribute to the planning, design, implementation, and execution of IMPL. PROJECT’s efforts to establish a program for inclusive resource governance, security, resilience and sustainability within the West Philippine Seascape. The Finance & Administration Officer/Manager will work closely with IMPL. PROJECT leadership to effectively support and manage ongoing and new programs.

The Finance & Administration Officer/Manager will report directly to the IMPL. PROJECT Philippines Executive Director. The position will be based in IMPL. PROJECT’s office in Quezon City, with regular travel required to field offices and programming locations, throughout the WPS region, to complete position responsibilities. Candidates not based in Quezon City will be considered on a case-by-case basis.

Responsibilities:

  • Develop, manage, and monitor project budgets, financial reports, and projection of funding needs;
  • Manage project financial operations and financial reporting; provide guidance and technical assistance to financial management personnel;
  • Develop and implement accounting and reporting systems for project expenditures, and provide guidance and training to project staff and partners on financial procedures;
  • Provide ongoing financial administration to the project, including the processing of approvals for procurements, consultant agreements, and vendor invoices;
  • Ensure that project operations are in compliance with USAID and IMPL. PROJECT policies and procedures;
  • Manage the timely submission of financial reports and monthly field expenses;
  • In conjunction with the Philippines Executive Director and IMPL. PROJECT US, liaise with Gerry Roxas Foundation and USAID on finance, administrative, and operations issues, participating in discussions on contract issues and actions, and following up on client requests and concerns;
  • Coordinate regularly with the finance team at IMPL. PROJECT HQ, providing timely updates on finance matters;
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in business, accounting, finance, or a related field; Master’s preferred;
  • A minimum of 6 to 8 years of experience managing financial and contractual aspects for large USAID-funded international development projects;
  • Significant experience with project financial management, including financial controls, accounting, and audit, reporting, and expense validation and reimbursement;
  • Ability to work across various teams with excellent interpersonal skills and demonstrated ability to build consensus and navigate complex operating environments, including demonstrated experience managing and supervising financial, administrative, and procurement personnel;
  • Familiarity with US Government Cost Accounting Standards; demonstrated knowledge of rules, regulations, and reporting requirements;
  • Strong analytical and computer skills, with an emphasis on budget and financial analysis;
  • Excellent communication and interpersonal skills;
  • Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status;
  • Philippines nationality and verbal and written fluency in English and Tagalog required.
  • Proficiency in Microsoft Office, especially Word and Excel. Proficiency in Google Suite tools and QuickBooks preferred.
  • Ability to travel throughout the Philippines.

Desired Qualifications:

  • Knowledge and working experience with relevant technical fields such as: perception surveying, community cooperatives, natural resource management, and/or democracy and governance.
  • Experience working in the remote and/or coastal communities within the Philippines.
  • Experience working with US government donors such as the US Department of State and the US Agency for International Development (USAID).
