The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.

ASB’s Foreign Aid Department provides people centered humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Greece, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.

ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team of 18 employees working from Kyiv and Lviv is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in kind assistance as well as cash components and social services provided in cooperation with local partners.

ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Finance & Administration Manager (male/female/diverse)

The Finance & Administration Manager is responsible to provide overall financial and administrative management of the ASB Country Office in Ukraine and control of ASB program funds and finances including its partner implemented projects. Under the direct supervision of the Country Director, the Finance & Administration Manager is responsible for undertaking all Finance, Accounting, Administration, Human Resources, Logistics and Compliance related activities in an efficient and timely manner.

Duration: 12 months (possibility of extension)

Key responsibilities:

Finance

  • Supervise and manage project funds and liquidity
  • Facilitate the opening and closing of projects by providing financial guidance and assistance in initial and final accounting
  • Development and review of the annual budgets in coordination with Country Director and Head of Program
  • Preparation and timely delivery of monthly and annual financial reports in compliance with ASB’s rules and regulations and donor financial requirements
  • Handle office cash and maintain petty cash registers, including regular cash counting and monitoring of the cash balance as well as fund instalments from ASB HQ, Germany
  • Supervise staff to manage daily payments, documentation and recording of the financial transactions into the ASB financial software Fundtrac
  • Regularly monitor the financial transactions and recording system of the local partners to ensure compliance with ASB and donor rules and regulations; provide guidance/assistance to the partners if required
  • Prepare bank and cash reconciliation statements on a monthly basis
  • Maintain accurate file registers of all financial transactions on a monthly basis, including scanning of all financial documents;

Other

  • Overall management, supervision and professional support to all finance related staff
  • Support the Country Director and Program Managers in the preparation of new projects and in the acquisition of further funds
  • Ensure compliance with local regulations (registration, legal issues, taxes, benefits, etc.)
  • Manage human resources of the Country Office in accordance with local legislation
  • Manage the offices in terms of supplies, IT, security systems, asset management and all other logistical support.
  • Together with the Logistician ensure the compliance of procurement and tender procedures, including ensuring oversight of the quality and quantity of any goods and services procured

Key Requirements:

  • Relevant University Degree
  • At least five years of relevant work experience in Finance, Accounting, Administration
  • Working experience in the humanitarian sector
  • Proficient knowledge in budget development / budget management as well as administration and logistics
  • Experience with international donor agencies desirable
  • Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
  • Strong communication skills, with excellent written and spoken English & Ukrainian or Russian
  • Strong analytical, problem solving and organizational skills
  • Willingness to travel and live under challenging circumstances
  • MS Office proficiency
