ABOUT THE OPPORTUNITY

The purpose of this final evaluation is to assess the performance and success of the project, as well as the team’s overall approach to programming. It should also look at signs of potential impact of project activities on beneficiaries (both project beneficiaries as well as the broader community) and sustainability of project results. This evaluation has the following principal tasks:

·Assess the project impact on capacity development of public-facing women leaders, human rights defenders (HRDs), journalists, and advocacy organizations – using both quantitative and qualitative methods;

·Assess performance of the project in terms of relevance, effectiveness, efficiency, impact, and sustainability;

·Analyse underlying factors beyond Internews’ control that affected the achievement of the project results;

·Identify key project lessons and best practices; and

·Provide recommendations for potential future interventions.

Internews envisions a theory-driven evaluation that speaks to the international evaluation criteria, OECD/DAC principles (efficiency, potential for impact and sustainability), and that pays particular attention to gender, marginalized and at-risk groups.

LOGISTICS

This is a remote-based position and does not involve travel to Sierra Leone (though candidate may be based there). All remote candidates will be considered; however, you must have work authorization in your location that does not require sponsorship from Internews. There are some locations where Internews is not able to support fully remote work.

Remote interviews

In coordination with staff, evaluator will set-up and conduct interviews with at least 12 project partners, fellowship / training participants, and/or relevant community members

First draft report

By May 8, 2023

Internews staff will review the draft for further clarification and structure

Final draft report

By May 19, 2023

Note that the draft and final reports should be presented in English and be no longer than 30 pages (excluding any relevant annexes) and contain a concise Executive Summary of core findings and recommendations, the latter being specific and action-oriented, and tailored to all relevant stakeholders (i.e. Internews and the donor). It should also include a methodology section, making explicit any limits to the evaluation.

QUALIFICATIONS WE’RE LOOKING FOR:

·Bachelor’s degree in a related field, graduate degree preferred;

·Fluency in English required; knowledge of Krio considered an asset;

·Demonstrated experience conducting evaluations of advocacy and human rights programs, particularly for US donors;

·Experience with qualitative and quantitative M&E data collection and analysis methods;

·Excellent inter-cultural communication skills/cultural sensitivity and the ability to forge strong cross-cultural relationships and build trust demonstrated through previous intercultural experience;

·Strong facilitation, presentation, writing and communication skills;

·Experience in the field of digital rights and/or gender-focused programming preferred.
