MSF WACA (West and Central Africa) was created in 2019 and aims to bring about a change in the dynamics of the MSF movement. WACA is driven by a significant number of doctors and humanitarians of Doctors Without Borders from West and Central Africa who wish to be heard, to contribute and above all to proactively assume responsibility for the humanitarian mission of the organization. WACA reflects an identity of humanitarians, an aspiration for MSF, a truly inclusive movement of people who share the values of empathy for others. General Objective

  • The Field Supply Chain referent is a key position to the success to MSF Supply Chain operations.
  • Develop synergies with the different stakeholders (HQ Operations department, missions team, local authorities, other MSF OCs and partners, …)
  • To lead and manage the field supply chain to ensure the effective and efficient service management for MSF WaCA operations and activities.
  • Develop the mission’s emergency response supply chain strategy and ensure the implementation and the monitoring
  • Be accountable for the design, planning, execution and monitoring of supply chain activities, delivery of an effective supply chain function within the MSF WaCA operations in compliance with the standards and policies
  • Participate or lead the continuous improvement of performance quality throughout the Supply chain team and ensure stakeholders’ satisfaction by exercising service-oriented practices.

Main responsibilities

Coordination and supply chain strategy

  • Participate actively in the definition and update of annual project planning and budgets, defining strategies and providing advice to the missions and operations team in the translation of the identified supply needs into objectives, priorities, and resources needed for the mission
  • Provide support to the supply management team by reviewing management responses pertaining to Supply Chain as well as the design and implementation of required corrective measures on supply chain audit findings
  • Work with the missions and the operations department to support the development and monitoring of mission supply chain guidelines incl. (supply chain strategies, Service Level Agreement, storage strategy, sourcing strategy, etc.). Alert on gaps/deficiencies of project proposals when risks incurred.
  • Implement Key Performance Indicators to monitor supply chain effectiveness.
  • Collaborate with operations and missions coordination team on implementing and strengthening Supply Chain systems, processes, and policies to meet all operational needs through anticipation and identification of issues and challenges and the most appropriate solutions to address them, including in the realm of forecasting, procurement, inventory and distribution.
  • Contribute to the development of standard processes and tools for supply chain, covering: needs & planning, procurement, warehousing & stock management, distribution and transversal activities. This includes contributing to the development of policies and guidance

Emergency Response Supply chain support

  • Take active participation in the Emergency Responses team. Remain flexible to answer/re-deploy in timely fashion.
  • Undertake thorough assessments of infrastructure and supply chain and procurement environment in emergency situations (airports, sea ports, customs processes, warehousing, access routes etc.) to enable operation take supply chain-informed decisions. Monitor and report any relevant changes in post-emergency period that may influence intervention strategies.
  • Develop and sustain liaison with local government authorities, MSF OCs, and other partners engaged in the field emergency response.
  • Support management of medical and logistics supplies and as well as information management (incoming pipelines, stock reports,…) to ensure the emergency team remains well- informed and well-prepared for incoming pipeline and related schedule.
  • Manage warehousing, inventories, delivery and distribution facilitation including the supply reports, identify and overcome bottlenecks to ensure uninterrupted emergency supply chain operations.
  • Transversal activities
  • Human Resources and Capacity building
  • In collaboration with missions coordination team, periodically reviews the supply chain organization structure to interface with Supply Chain systems.
  • Support in defining the missions HR setup and can be asked to fill the gap in missions if needed.
  • Support the missions line manager in the performance management of the Supply chain management team in the mission (setting objectives, team induction plan, appraisal, …). Act as Technical referent of the mission Supply chain management team.
  • Reporting
  • Analyze the supply missions supply reports and give feedback and orientation
  • Develop and coordinate data gathering
  • Systems monitoring and evaluation activities.
  • Field visit reports and regularly monitor the recommendations

Other :

  • Can represent the WaCA Supply Unit in current and futur working groups, plateforms and international supply studies.
  • Provide advises and support to the field missions and to operational emergency unit team for all supply chain matters

JOB PROFILE

Education / Qualification / Pre-requisites

  • University degree in Logistics / Supply chain management or equivalent professional qualification.
  • Experience on people management and coaching is an asset
  • Training qualification is an asset

Professional experience required

  • Minimum of 2 years of professional demonstrated experience in Supply Chain Management
  • Years of experience in humanitarian emergencies is an advantage
  • Humanitarian mission opening experience is an advantage

Languages skills

  • Full professional proficiency in French and in English

Computer skills

  • Excellent computer skills in MS Word, Excel and Power Point, as well as experience working with an ERP
  • Supply Power BI knowledge
