JOB CONTEXT:

HI Afghanistan is currently present in Herat, Kandahar, Kunduz, Kabul and Nimroz. In Kandahar since 1995, HI is supporting a Physical Rehabilitation Center (PRC) in Mirwais Regional Hospital in Kandahar. In 2019, PRC supported more than 8000 people with physical impairments with the provision of prosthesis and orthotics, physiotherapy services and mobility aids / assistive devices. In Kunduz, HI responded to the emergency in 2015.

Nationally, HI is a strong actor in physiotherapy, MHPSS, P&O and Disability and Inclusion technical support and awareness. HI has supported the development of the quality of professional physiotherapists (PT) with designing curricula meeting standards recognized internationally, and support training of prosthetics and orthotics (P&O) technicians.

More recently, new initiatives and opportunities to address medical rehabilitation needs through a step down unit, developing early rehabilitation in trauma departments, modelling PRC models through upgrading service provision with local partners, re-shaping the service model of existing mobile teams and addressing the needs regarding nutrition and early childhood development with other technical partners among others, have led to a need for solid technical support to steer, manage and capitalize on these new opportunities.

HI Afghanistan counts 350 national staff. We are looking for a Rehabilitation Technical Field Specialist to accompany and steer the technical development of these projects according the core layers of the rehabilitation direction and country strategy in terms of Nexus, Innovation (3D, telerehab) and early infant Stimulation. It aims to have the mission of Afghanistan (alongside MHPSS, inclusion, basic needs support, vocational rehabilitation) becoming an agile actor responding to the needs of the most vulnerable population.

Description : Under the responsibility of the Technical Unit Manager of Afghanistan mission, the Field Technical Specialist contributes within the country to the implementation of the mandate and the strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
The position will also be an important lever to ensure that experienced national human resources will take over the function of the field specialist position at term.

As Field Technical Specialist, your main responsibilities will be :

– Expertise : Contribute to the regional strategies, Ensure technical support to projects and technical learning, control & monitoring of the technical quality and the relevance of HI’s activities, Contribute to the development of research and innovation projects

– Influence : Contribute to the local external prestige and to advocacy on specific themes

– Business development : Ensure the development of major opportunities or new projects in the region under your sectorial scope

Spécificités/Particularités : The security situation in the Country has improved significantly since the conflict has ended, however security measures remain in place as the context remain unpredictable. The Guesthouses in Kabul are shared between all international staff, and are spacious, very well equipped, secure and comfortable, as the movements within the city remain limited and curfew in place.

HI in Afghanistan provides a cook and a cleaner for the Guesthouses during working days, and international food is available in various supermarkets in the Kabul.

Both women and men have to respect local culture and norms, which are important for acceptance by the communities were HI provides its services.

Profile:

  • You hold a Master degree in physical and functional rehabilitation (Physiotherapist, Occupational therapist, or any other relevant specialty in the field.)
  • You have at least 3 years of professional experience in rehabilitation interventions in low to middle income countries
  • • You master capacity building and staff development
  • You have knowledge of emergencies responses and multidisciplinary approach
  • You understand strategies for fighting exclusion and discrimination
  • You are Self driven, you have positive energy, empathy, will to learn and work with a multi-sectoral and multi-cultural team
  • You are fluent in English

  • 6months International contract starting from march 2023
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2750€ gross/month upon experience
  • Perdiem: 562 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks => + possible transport/package support.
  • Position:
    • unaccompanied

– Payment for travel costs (air ticket & visa) and transport of your personal effects
– A child allowance of 100€ per month, per child (from the second child) paid in the field

  • Housing: Collective taken in charge by HI
