Field Protection Coordinator Venezuela (FPC-V-RCB)

Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and local vulnerable population/host communities. DRC is currently looking for a highly qualified Spanish and English-speaking Field Protection Coordinator for a 10-month contract (renewable depending on funding and performance) based in Rio Caribe or Carupano – Sucre State – Venezuela (exact duty station will be decided in coordination with the selected candidate). This is an opportunity for an experienced Field Protection Coordinator to support DRC’s emergency response to the current situation in Venezuela.

About the job

DRC is managing its operations in Venezuela, under the management of DRC Caracas Country Office and it is planning to start operations in Rio Caribe and Guiria, Sucre State, through two implementing partners. DRC and partners will implement activities such as protection monitoring, prevention of human trafficking, individual protection assistance for PWSN, information sessions for PoC, health infrastructure rehabilitation, and food security.

The FPC-V-RCB will be in charge of training and capacity building partners’ protection staff as well as to supervise and lead field protection operations supporting partners. The FCP-V-RCB will also oversee all technical project reporting and to coordinate with relevant inter-agency protection forum in the field. The position will be based in Rio Caribe or Carupano, with travels to Caracas, and RnR every 12 weeks.

The position will include the coordination and technical line management of 7 partners’ national staff.

Main responsibilities

• Protection activities coordination and supervision of Partners’ implementation.
• Coordinate, plan and monitor all protection related project activities, coordination of protection monitoring and other activities in an emergency context, including individual protection assistance for PWSN, protection mapping, information dissemination activities, prevention of human trafficking.
• Liaise permanently with local authorities, UNHCR and other protection humanitarian actors in the intervention area.
• Ensure the highest quality of sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy.
• Take leadership of protection activities in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site and in synergy with other DRC interventions in the area.
• Formalize and develop project related operational tools and training modules.
• Provide inputs for monthly protection monitoring snapshots, and quarterly protection monitoring reports.
• Provide inputs for required donor reports.
• Provide overall budget monitoring, financial and expenses supervision for the project protection activities.

Program development and strategy

• Representation of DRC and active participation in sectoral and relevant field protection working groups.
• Oversee knowledge sharing across partners’ teams and ensure that monitoring and evaluation results are understood and used to improve programs.
• Drive the development and growth of the relevant programs within the DRC program objectives and feed into country-wide strategy development.

Accountability and reporting

• Ensure compliance with internal and external reporting requirements.

People Coordination.

• Lead and coordinate partners’ protection staff including coaching and capacity development.
• Provide on the job training as much as required and adapt trainings/coaching to specific partners’ staff needs.

Coordination.

• Ensure the coordination with relevant protection actors in the area of intervention.

As Field Coordinator the post-holder is responsible for the following:

• Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
• Accountable for facilitating partners’ staff to reach expected objectives and results.

Required experience and competencies.

• Minimum 4-5 years of proven protection international experience in NGO projects.
• Proven experience in implementing protection activities in complex emergency contexts.
• At least 2 years’ experience in working with implementing partners is a strong asset.
• Experience in carrying on humanitarian interventions through and in coordination with implementing partner organizations.
• Fluency in Spanish is compulsory
• Proficiency in English is an asset.
• Excellent writing and editing skills for external audiences (including governments and donors).
• Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents etc.).
• Experience in working with Monitoring, Evaluation and Learning in protection programs.
• Excellent reporting and protection analysis skills.

Required education.

• Master’s degree in Human Rights, Political Science, Refugee Law, or any other relevant field.
• Or Bachelor’s degree in relevant fields with at least 6 years’ working experience in similar protection positions.

Contract length: 10 months renewable depending on performance and funding.

Level: G2 non-management.

Designation of Duty Station: Non-Family duty station – Unaccompanied
