The incumbent of this post reports directly to Deputy Director of UNRWA Affairs (Programmes) to support and coordinate programme and project planning processes within the assigned field; and to the Chief, Evaluation Division on evaluation activities agreed with the field office during annual planning processes.

Responsibilities – Supports programme, project and emergency appeal planning processes and provides input, within the context of relevant Agency strategic planning frameworks, into field level strategic plans and annual operational plans; builds Field capacity to assess, deliver, monitor, report on and evaluate Field interventions; – Manages the application of Programme Cycle Management (PCM) in his/her respective field; provides support to Programme Chiefs in carrying out all phases of PCM with due focus on project management; facilitates results-based programme plans built on evidence from evaluations and assessments and using theories of change and logical frameworks; incorporates efficient use of inputs, outcome, output and activity indicators; oversees the reporting and analysis of results data through the Agency Results Based Monitoring system, contributing to quarterly Field level management reviews, semi-annual Agency-wide results reviews and annual Agency-wide and Field specific results reporting; – Assists the DDUA/P in coordination of all programmes in the field, including health, education, relief and social services and microfinance, through an integrated and cohesive programme management framework; – Provides guidance to the Field Office to enhance quality of project design and management and ensure effective results through capacity and skill development; manages PCM and other training courses; – Integrates cross-cutting themes (gender, protection, livelihoods social inclusion) with fieldspecific programme planning process; – Manages decentralized evaluations at the field level and supports centralized evaluations Agency-wide;

Job Specific Qualifications Work Experience A minimum of eight years’ experience in programme or project management, including a minimum of four years international experience at a senior level is required.

A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Sound knowledge of results-based management of humanitarian and development assistance programmes, as well as monitoring and evaluation is required.

Languages Excellent command of written and spoken English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension. The incumbent may be required to travel to UNRWA area of operations.
