Field Manager, MCC Sierra Leone Willingness to Pay Study, Sierra Leone

Proposal Objective:

SI is pursuing an RFP to perform a new Sierra Leone Willingness to Pay (WtP) Study for MCC Sierra Leone to estimate the economic returns on proposed investments. This study requires collecting and analyzing revealed preference data from households, businesses, and institutions in Sierra Leone to assess:

• The potential economic benefit of the incremental value of using higher energy value and lower cost per unit of electric service for lighting, appliances, and machinery instead of alternative energy sources, such as generators, candles, kerosene lamps, charcoal, wood, and batteries.
• Households’ and firms’ WtP for more reliable electricity supply based on costs currently incurred from the unreliable supply.

In addition, the survey should collect relevant socio-economic data on surveyed households and communities, and relevant high-level information (e.g., sector, annual revenues, number of employees, gender of top manager, and investment levels) from surveyed businesses.

Position Description:

SI is seeking a consultant to serve as the Field Manager for this WtP Study, who will be responsible for training field staff and planning, supervising, and managing the fieldwork. This position will be intermittent throughout the study, but must be based in Sierra Leone for the entire time of the survey (from the recruitment stage through the completion of all fieldwork, including data quality checks.

Responsibilities:

• Responsible for training field staff and planning, supervising, and managing the fieldwork.
• Lead enumerator supervision and dispatch.
• Assist the Team Leader in the survey design and implementation.
• Address any logistical challenges regarding enumerators.
• Coordinate with the Team Leader and SI staff to update on study progress and challenges” and “help develop and lead the application of data quality assurance processes.”
• Lead enumerator training.

Qualifications:

• A bachelor’s degree in economics, statistics, public policy, or another relevant field is required. An advanced degree in one of these fields is preferred.
• At least three (3) years of experience managing the fieldwork of multiple large-scale household surveys, including creating field plans and logistics, managing data quality checks, and tracking survey progress are required. At least two of these surveys must have used electronic data collection tools, and at least one of these surveys should have taken place in a similar context to Sierra Leone.
• Experience overseeing teams of at least 25 enumerators is required. Experience recruiting enumerators is preferred.
• Demonstrated experience conducting enumerator training for household and/or enterprise surveys.
• Experience managing logistics for large-scale fieldwork and data collection activities.
• Specific training in survey management and experience managing electronic household or enterprise surveys.
• Fluency in English is required. Proficiency in any local language of Sierra Leone, such as Krio, is desirable.
• Excellent communication, facilitation, organization, and management skills, and experience working with diverse teams and stakeholders.
• Experience writing detailed and concise progress reports.
• Availability and willingness to be present with enumerators in the field for the duration of the survey process, visiting different survey sites as needed.
• Experience with willingness to pay or energy sector surveys is preferred.
• Experience in West Africa, Anglophone West Africa, or Sierra Leone itself is strongly preferred (in increasing order of preference).
