The French section is present in around thirty countries. The French section is a member of the OCP (Operational Center Paris) group composed by the Japanese, the Australian and the US sections.

In the context of a permanent position, we are looking for a:

FIELD FINANCE MANAGER M/F

Contexts:

The Field Finance Manager works under the supervision of the Finance Department, in close collaboration with the Operations Department.

He/she participates in the definition of the MSF association’s financial and budgetary strategy, orchestrates its implementation and ensures its follow-up, and produces financial reports for the entire scope of his/her responsibilities. This includes the association’s mission budgets and operational finances.

He/she oversees the entire budgetary process and ensures sound administrative and financial management.

As a member of the Finance Department, you will supervise a team comprising a Budget Management and Financial Information Quality Manager, a Finance Pool and Training Advisor, an Internal Control advisor and a Field Tools advisor (4 people).

As a key partner of Operations within the Finance Department, you have functional responsibility for the Finance Managers of the Operational Units (9 people).

As a member of the Operational Finance Intersections platform (6 operational sections), you cooperate with your counterparts to implement international policies and advance international projects.

Main responsibilities:

You support the Operations Department in defining and implementing the operational, annual and multi-year budgetary framework by the missions and units. As a partner to the various departments supporting operations, you ensure that their strategies and action plans are compatible with this framework.

You guarantee the quality, reliability and conformity of the Field financial information, for internal management and external reporting purposes. Together with your teams, you organize the development of analyses, tools and procedures to improve and simplify the decision-making process.

You will define and steer the strategy of the field finance pathway (recruitment, validation, support, development, etc.) guide and supervise the development of the field finance pool.

Specific tasks and responsibilities

  • You will define and supervise the formalization, implementation and monitoring of the internal control system and fraud reporting, by way of derogation from the Operations Department, and in close collaboration with the departments concerned.
  • You organize and oversee compliance with policies and procedures relating to the fight against the financing of terrorism and money laundering.

Profile:

Education: at least 3 years’ higher education in finance, accounting and project management.

Expérience :

  • Experience in a position of responsibility in the humanitarian sector mandatory (MSF is an asset)
  • Field experience/coordination in the humanitarian sector mandatory (MSF is an asset)
  • Experience as a Financial Controller or Financial Manager in a humanitarian environment (MSF is an asset).
  • Experience in database management is an asset.

Professional skills

  • You understand humanitarian operational challenges
  • You have a good command of financial concepts and techniques: management control, financial modeling, treasury, risk assessment and accounting.
  • You have solid team management experience.

Languages: Fluent written and spoken French and English (B2 level minimum).

**Status:**CDI (open contract) – Executive – Full time. Based in Paris. International travel expected.

Remote working: This position requires 3 days a week at headquarters, with some periods requiring 5 days a week (during coordinators’ weeks in particular).

Conditions:

60,36€ gross per year based on 13 months. 22 days RTT per year. Health insurance covered 100% by Médecins Sans Frontières. Restaurant vouchers of 11€ (covered 60% by Médecins Sans Frontières). Reimbursement of 50% of the public transport ticket.
