Summary:

Chemonics seeks a Field Coordinator to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Field Coordinator will support the delivery of the RECOVER objective in recently liberated areas of Ukraine. A Field Coordinator is assigned to assist the Military Administration and Civil Authorities in each Oblast in which PFRU supports early recovery. The specific objective of Field Coordinator is:

  • Enhanced and operationalised humanitarian and recovery coordination by regional Civil-Military Administrations and local authorities in recently liberated areas, including oversight and monitoring of the delivery of PFRU funded interventions and management of PFRU Field Assistants in Hromadas.

Responsibilities:

  • Support PFRU Rapid Assessments of the early recovery priorities of newly liberated areas and identify priorities which require a coordinated national and regional government and international agency response.
  • Conduct ongoing needs analysis in assigned regions, including the evaluation and integration of information from a variety of sources to assess humanitarian and recovery resource requirements and impacts.
  • Support the roll-out and implementation of PFRU Humanitarian & Recovery Information Management system with the Regional Military Administration and civil counterparts.
  • Support the Regional Military Administration (Oblast) to effectively coordinate humanitarian and recovery assessment, planning and delivery priorities with central government (Humanitarian Head Office, MRTOT, National Recovery Council, MDRT), local authorities (Hromadas) and national and international humanitarian agencies, NGOs, volunteers and private sector organisations.
  • Assist the Field Management Recovery Adviser to identify gaps at the regional and local level that can be filled by the selection and deployment appropriate PFRU funded recovery modules in support of identified regional administration and local authority priorities
  • Support the roll-out and monitor the implementation of PFRU Humanitarian & Recovery activities in support of military and civil administrations at the regional and local level.
  • Manage and provide guidance and where necessary capacity building for a network Hromada-based Field Assistants.
  • Incorporate a gender perspective in all areas of work, ensuring equitable participation in all PFRU activities.

Qualifications:

The Field Coordinator will have the following qualifications and experience requirements:

  • A degree or equivalent experience in civil engineering, town planning, law, local government administration, economics, social work or related fields.
  • A least 5 years’ experience in a relevant field such as local government administration, emergency services (police, fire or ambulance), health services, social services, emergency relief, refugee and IDP assistance, community organisation or related humanitarian and recovery areas.
  • Excellent and demonstrable problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions.
  • Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations.
  • Excellent communications skills including speaking and writing clearly and effectively in Ukrainian and English.
