Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Under the overall supervision of the Chief of Mission and direct supervision of the Programme Coordinator (ECRP) in Juba, and in co-ordination with the respective Heads of Sub-Offices, the Field Coordinators will provide managerial oversight and technical guidance to Enhancing Community Resilience Project (ECRP) field-based teams within a specific Area of Responsibility (AoR). Following the commencement of ECRP II, Field Coordinators (FCs) will facilitate the delivery of community engagement training, coordinate social infrastructure subprojects, organize supplemental Disaster Risk Reduction (DRR) activities, troubleshoot to manage/resolve local conflicts, and mentor national staff colleagues pursuant to IOM’s Strategy to build the capacities of local staff.

Core Functions / Responsibilities:

  1. Provide operational guidance, coordinate and supervise ECRP field teams in a specific AoR.
  2. Supervise/coordinate the implementation of ECRP’s activities. This includes, but is not limited to: community engagement, construction, disaster risk management, conflict analysis/sensitivity, protection (women, children, persons with disabilities, GBV), operation & maintenance, and social/environmental safeguards (monitoring and reporting).
  3. Support field teams mainstream conflict sensitivity and ‘Do No Harm’ across sub-project interventions.
  4. Coordinate feedback and reporting by drafting weekly updates and sharing other relevant operational information with the Programme Coordinator (ECRP).
  5. Facilitate the mainstreaming of protection, gender, and Gender-Based Violence (GBV) cross-cutting priorities within activities that engage women and marginalized groups in accordance with technical guidance.
  6. Support field teams implement inclusive community engagement strategies and an accessible and safe community-based grievance redress mechanism (GRM).
  7. Assist the ECRP Programme Support Officer to prepare narrative reports, produce safeguards reviews, and organize learning opportunities, analyses and studies as required.
  8. Support the nationalization of the FC position, by mentoring the relevant colleagues and developing work plans with suboffice colleagues.
  9. Guarantee that operational, logistical, and financial support for the programme is in place and appropriately calibrated within AoR, in close coordination with IOM’s Juba Office and suboffices as appropriate.
  10. Ensure effective coordination and communication with local government, the ECRP CountyCoordination Teams (CCT) and other development and humanitarian actors within AoR.
  11. Support the Programme Coordinator in monitoring and following up on activities related tothe management of the ECRP specific to the AoR.
  12. Conduct monitoring visits, evaluations, and coordinate with the relevant ECRP and IOMtechnical staff.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Development Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Relevant experience in implementing, supporting or advising on humanitarian, governance, or infrastructure projects in dynamic, operationally challenging environments;
  • Previous experience in training, coaching, negotiations, and local governance is highly desirable;
  • Previous experience in operational and logistical support;
  • Experience in post-conflict situations and/or in developing countries is essential;
  • Demonstrated experience in interventions aimed at enhancing socio-economic conditions of vulnerable populations, e.g. local economic recovery, employment promotion, agricultural development, entrepreneurship building, vocational and technical education, and training or poverty reduction;
  • Demonstrated experience in inclusive approaches, gender, and GBV mainstreaming in community development;
  • Demonstrated experience in conflict sensitive approaches for humanitarian and development programming, including ‘Do No Harm’;
  • Experience in liaising with government authorities, private sector, national/international institutions, and Non-Governmental Organisation (NGOs) is an added advantage;
  • Previous working experience in Eastern Africa is highly desirable;

Skills

  • Working knowledge of impact measurement, programme monitoring and evaluation,cost-effectiveness analysis, commitment to evidence-based decision-making and social impact evaluation;
  • Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team; and,
  • Familiarity with gender mainstreaming and inclusion/protection principles.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For this position, fluency in English (oral and written) is required. Working knowledge of Arabic, French, Spanish and/or a local language is an advantage
