As part of a job opening, we are looking for Field Construction Manager (A.M.O.).

Mission

The Field Construction Manager is responsible for defining, coordinating and managing construction projects in different cells. He/she is responsible for monitoring budgets, respecting provisional timetables and the expected quality of construction projects on the field.

Reporting to the Head of Technical Support,

Under the functional responsibility of one or more Cell Managers.

Main responsibilities:

Be responsible for the management of construction projects with the Cell Manager:

  • Optimise exchanges between the various project stakeholders: construction team, coordination, field, headquarters and various referents with the Cell Manager.
  • Ensure the production of documents to present the project to the project committee and other stakeholders.
  • Ensure the correct architectural translation regarding medical and operational needs.
  • Be the focal point between the missions, the construction teams, the cell and the various referents at headquarters.
  • Organise meetings and project committees according to validation points and project needs.
  • Inform the Cell Manager on a regular basis.

Support the teams in setting up the project:

  • Transpose the project sheet into operational and medical programming with the team of the cell.
  • Ensure that the field carry out the different phases of the construction projects: definition of needs, feasibility study, design, calls for tender, implementation and acceptance.
  • Support and advise the Construction Project Managers in the follow-up of the project (timeline, allocation of resources, budgets…).
  • Carry out the phasing of projects with the construction teams according to the constraints of the missions.
  • Ensure the temporary and final acceptance of the project, updating of plans, creation of maintenance manuals, financial statement.
  • Conduct regular progress reviews with the project managers and architects.
  • Ensure compliance with schedules, budget and specifications.
  • Ensure the use of standard documents by the teams.

Provide advice and technical support to the fields and cells:

  • Advise and support the Construction Project Managers and Logistics Managers in their construction decisions.
  • Supporting architects in the production of plans and other technical documents.
  • Ensure the capitalisation and archiving of documents by the teams
  • Be in contact with other MSF sections to share local information and best practices.

Be responsible for the monitoring and analysis of its activity:

  • Monitor and evaluate the progress of cell construction projects and the respect of provisional timetables.
  • Ensuring that the informations, decisions and data required to manage the activity are passed on to the relevant parties.
  • Participate in the elaboration of the budget and reviews.

Transmission of skills and capitalisation :

  • Ensure the capitalisation of knowledge and methods acquired in the field, write up feedback.
  • Monitor and evaluate the deployment of new practices in its activity.
  • Participate in briefings and debriefings of coordinators on construction projects.
  • Set up construction teams and follow up on the managers: recruitment of teams (technical validation), technical evaluation of construction project managers and architects.
  • Ensuring the upgrading of skills through internal or external training.

Profile

Degree in architecture required. Experiences as a construction project manager on MSF hospital projects is essential.

Languages : Fluent in French and English (B2)

Skills :

  • Master the technical skills of his/her specialty
  • Knowledge of logistical techniques and tools.
  • Master project management.

Position’s specificities

Statut : 18 months fixed term contract – Full time – Position based in Paris.

Salary : 47,2 K€ gross per year over 13 months, 22 days RTT/year, health insurance covered by MSF, luncheon vouchers with a face value of 9€ (60% covered by MSF), 50% of the transport card covered.
