Position Overview

The OPS Government Operations Consultant II (GOC II) provides assistance to the institution’s Field Office Manager (FOM) and Human Resource Consultant (HRC) with the human resources programs within the institution. These positions work closely with the Office of Human Resources (OHR) in Central Office and serves as a liaison to institutional staff. The GOC II will work with the FOM and HRC to provide assistance and guidance to institutional managers and employees on human resource related issues.

Specific Duties & Responsibilities

  • Assist with the administration of the Family Medical Leave Act (FMLA) and Workers Compensation Program.
  • Assist and/or coordinates and supports Institutional recruitment and selection efforts in conjunction with OHR – Recruitment and Institutional Recruiter. Process employment verification in a timely manner.
  • Assist and/or coordinates employee fingerprinting, pre-employment drug testing and pre-employment physicals as part of the recruitment and selection process. Assists with fingerprinting of new employees, when necessary.
  • Assist with orientation of new employees and employee on-boarding.
  • Assist with various accounting, purchasing and budget functions relating to institutional operations.
  • Assist and/or coordinates separation of employees and all associated processes.
  • Process, update and monitor various actions in the People First system to include, but not limited to, electronic Personnel Action Request (PAR), employee direct deposit compliance, drivers’ license data and assist employees with entering information.
  • Serve as a subject matter expert on the Kronos timekeeping system, works to ensure that schedules are correct, processing timesheets/reports as required.
  • Serves as a point of contact for collection of human resources related documents and forwards documents to appropriate OHR or other Central Office section.
  • Process, examine and reconcile weekly and monthly reports as required.

Knowledge, Skills & Abilities (ksa)

  • Knowledge of the methods of data collection.
  • Knowledge of Collective Bargaining Agreements.
  • Knowledge of Department of Management Services Personnel Rules.
  • Skill in using computers and computer applications.
  • Skill in using communication principles and techniques to effectively convey information, orally or in writing.
  • Skill in knowing how to find information and identifying essential information.
  • Skill in time management.
  • Skill in motivating, developing and directing people as they work, identifying the best people for the job.
  • Ability to understand and apply applicable human resources and agencies rules, regulations, policies and procedures.
  • Ability to collect, organize, maintain, and evaluate data/records relating to personnel programs.
  • Ability to plan, organize and coordinate work assignments.

Required Qualifications

  • Completion of a four-year (4) degree from an accredited college or university AND one (1) years of professional human resources/personnel experience; OR Four (4) years of human resources/personnel experience.
  • A high school diploma or its equivalent.

Preferred Qualifications

  • Experience in State of Florida’s People First system.
  • Experience in a correctional setting.
  • Advanced experience with Microsoft Suite applications.
