As Oxfam we have defined big ambitions for a just and sustainable world in our global strategic framework 2020-2030, including fighting climate change and aiming for climate justice. The ambitions for climate justice as defined in the Oxfam global strategic framework focus on having governments and corporations stopping destructive practices and instead invest in sustainable solutions. In addition, we have the ambition to have the voices of feminist organizations, youth, and indigenous peoples amplified in climate negotiations, and have them lead the transition towards greener and fairer economic solutions.

Building on this ambition and the vast experience of our work with communities across Africa, we see the greater need to build stronger synergies amongst the different country, regional, continental, and global climate justice programs and campaigns. This will contribute to deepened impact and positive change in our collective work for the people and communities most impacted by climate change. and will contribute to Oxfam’s influencing and advocacy work being grounded on country and regional programs.

The need to strengthen our African vision, strategy and voice is even more important this year, as Africa will be hosting the next Conference of Parties on Climate Change COP27 in Sharm El-Sheikh, Egypt 7-18 November 2022. This provides the opportunity for the continent to ensure that the needs of the climate vulnerable communities are listed to and acted upon.

The Africa Climate Justice Strategy meeting will help Oxfam be more united across the continent, aligning its priorities, and pooling its influencing resources to ensure this African COP delivers for those around the world on the frontline of the climate crisis.

  1. Objectives of the meeting
  • Work on a common Africa climate justice strategy, building on national and regional level work
  • Jointly strategize for COP27 influencing and help shape our advocacy priorities.
  • Reinforce national climate justice influencing
  • Agree on ways of working going forward with the Africa climate justice strategy and joint influencing
  1. Duties and Responsibilities (Deliverables)
  2. The scope of work

The consultant will support with overall delivery of the workshop by closely working with the Steering Committee and other Oxfam colleagues working on this task to achieve the key workshop deliverables as outlined in the workshop Concept note. This will entail activities pre, during and post the workshop event. The consultant will lead in the preparation of the final workshop agenda and methodology. The final methodology and program will be carefully thought out to be able to meet not only the workshop objectives but also the needs and expectations of the participants and should engender active participation and open discussion among other acceptable practices.

  1. Before the workshop
  • Develop the agenda, and methodology for the workshop. The design of the workshop programme/agenda will build upon discussions with the steering committee about the key topics and solicit their feedback and expectations on the content, process, interaction, and outcome of the workshop.
  • From the above discussions the consultant will draw up an interactive programme to be used during the workshop.
  1. During the workshop:
  • Facilitate the workshop
  • Lead the planning sessions with the steering committee following each day of the workshop to ensure progress toward the envisioned outputs and adjust the agenda and methodology, as may be necessary.
  1. After the workshop:
  • Be available for team debriefing sessions on the workshop.
  1. Deliverables summary
  • Development of the workshop agenda, detailed programme, and methodology –
  • Effective facilitation of the workshop
  • A brief workshop process report with a focus on key insights.
  1. The consultant/firm will, always:
  • Carry out the services and perform tasks with care, skill and in an efficient and professional manner.
  • Not use information and data of participants for any reason other than for the purpose of facilitating the event.
  • Ensure a high degree of quality in output.
  • Be guided by these terms of reference.
  • Carry out tasks and present outputs to Oxfam on or before agreed deadlines.
  • Maintain a high level of integrity and confidentiality.
  1. Ideal candidate specification

The consultant/firm needs to have the following skills:

  • The ideal candidate should have hands-on experience in the design and facilitation of multi-stakeholder meetings with demonstrated ability of the same.
  • Though not mandatory, the ideal candidate should demonstrate excellent writing, editing, and oral communication skills in both English and French
  1. Schedule/timelines

  1. Invoicing

The expert should submit an invoice on delivery of the report in line with Oxfam payment terms and expect payment after receipt and approval of deliverable(s) and corresponding valid invoice.

Application Procedure

Interested consultants are expected to send an expression of interest (Maximum 5 pages) demonstrating their suitability for the tasks, highlighting their experiences performing similar tasks.

The applicant should also send a financial proposal/ budget by 8th July 2022, 1700hrs EAT.

  1. Adherence to Oxfam principles and policies

Once hired, the consultant shall operate under the principles governing Oxfam ways of working including adherence to policies and procedures of Oxfam with regards to such key issues as nonpartisan, neutrality, gender sensitivity, impartiality, and accountability, mainstreaming of Gender and HIV/AIDS as well as other policies governing Oxfam operations on transport usage, security guidelines and confidentiality of information collected.

Reporting Lines

The consultant will report directly to the Oxfam Pan Africa Food Systems and Climate Justice Advisor
