Background
As part of its Vision 2030 agency strategy, CRS is investing in six strategic change platforms to achieve results at scale. One of these key strategic change platforms is Strengthening Families-Thriving Children Strategic Change Platform 5 (SCP5). This Strategic Change Platform is a bold initiative to support vulnerable children to thrive in safe, healthy, and nurturing families, create more resilient and supportive communities, work with our Catholic partners, civil society and governments to establish policies and systems that strengthen families. SCP5 also aims to influence governments, donors, Catholic actors and other regional and global stakeholders to redirect resources and support to strengthening families.

The platform is implemented across CRS country programs and works around the world to influence other countries, regions and global actors to change practices, policies and resources in support of family strengthening and family care. One of the platform’s flagship initiatives, Changing the Way We Care℠, amplifies a global movement to prevent children from entering orphanages and to place children currently in orphanages in safe and nurturing families. Since 2018, the initiative has been active in three demonstration countries (Kenya, Guatemala, Moldova).

Through the Inclusive Family Strengthening (IFS) Project in Zambia, CRS is building upon decades of experience in community and family strengthening activities—and our strong partnerships with the Catholic Church, governments, and local organizations—to ensure families in targeted communities have the resources and skills to care for children. To strengthen families, CRS is helping caregivers learn and practice positive parenting; connect isolated families with supportive communities; help children—especially children with disabilities—attend remote or in-school learning, access health and social services; and build families’ resources through savings groups, cash grants, school vouchers and financial education.

CRS aims to build families’ resources and skills to care for children – especially children with disabilities.
To prevent separation and support the reintegration of children into family care, CRS has aimed to improve models of family care specifically designed for children with disabilities. Children with disabilities are more likely to experience maltreatment in general. Research shows that children with disabilities are three-to-four times more likely to experience violence than their non-disabled peers. Furthermore, children with disabilities and their families may struggle to access support services and are, therefore, often the last ones to benefit from care reform. With the new family strengthening activities under IFS, CRS hopes to prevent separation, especially for children with disabilities.

In 2021, IFS developed a Disability Inclusive Positive Parenting Curriculum to offer tailored parenting support to families of children with disabilities. Now that the curriculum is complete, IFS would like to train CRS and partner staff along with volunteers so that the show_content can be rolled out at the community level.

Purpose of the consultancy
The consultant will facilitate a Training of Trainers (ToT) with the project’s newly developed Disability Inclusive Positive Parenting Curriculum, to provide guidance on its use, transmit knowledge of its show_content, and build skills of the trainers on how to better support volunteers who will work directly with families of children with disabilities on positive parenting skills. Experience collaborating with organizations of persons with disabilities is highly encouraged throughout the design and facilitation of the ToT. The training will be delivered in English to approximately 25 persons based in Zambia, including:
• CRS IFS staff
• IFS partner staff
• Selected volunteers
DATES OF PERFORMANCE
The consultancy will be conducted between March and April 2022, start date pending on contract signing

Application Components
Applicants must submit the following:

1. Cover letter, which describes a summary of approach that demonstrates qualifications in undertaking Training of Trainers and positive parenting work. This summary should highlight how the applicant will complete the deliverables. (2 to 4 pages. Document cannot exceed 4 pages single-spaced.)
2. Compensation rate per day and total cost for completing the assignment, including a confirmation of the level of effort (number of billable days) to complete the assignment.
3. CV, which should highlight any experience collaborating with persons with disabilities or training teams on disability inclusive approaches.
4. List of clients/projects that he/she has supported in undertaking ToTs and positive parenting work.
5. Three professional references, with the following details about the references: (a) name, (b) position, (c) company, (d) phone number, (e) email address, and (f) city, state, country
   Qualifications
6. At least one year experience working in Africa, experience in Zambia highly encouraged
7. At least one year experience designing and delivering remote and in-person training to facilitation teams
8. Familiarity with concepts of disability inclusion, parenting, and ECD
9. Education Qualification: Bachelor’s Degree
