External Relations Officer

Organizational Setting and Work Relationships

Direct supervision is normally exercised by a Senior External Relations Officer of Representative who provides guidance on the applicable procedures. Advice may also be provided by relevant functional units at HQ. The incumbent may supervise some support staff. External contacts are predominantly with Partners, media, government embassies and other international organizations on matters of importance to the Organization.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties

  • Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
  • Assist in the planning of a consultative process with UNHCR colleagues (Programme, Protection, etc.) with external actors and partners, so as to develop and implement protection and assistance strategy, with clearly articulated objectives, timelines and outputs.
  • Assist the implementation of a communications strategy that generates support for UNHCR s operations from external partners (e.g. the general public, governments, partners, the media, academia and persons of concern).
  • Assist in the articulation of all issues pertaining to the needs of the populations of concern and the strategies in place to respond to their needs.
  • Inform the UNHCR Country Team on the UNHCR priorities so as to ensure that they are given adequate weight in the publications and documentation of the UN Country Team.
  • Assist in the dialogue with donors and embassies and provide accurate information by organizing regular briefings, bilateral meetings and missions. Prepare reports as appropriate.
  • In accordance with the operational context and in close cooperation with headquarters, propose new and non-traditional funding sources, as appropriate, including private sector and humanitarian pooled/basket funds (e.g. Central Emergency Response Fund, Human Security Fund).
  • Through a consultative process with headquarters, disseminate information on UNHCR’s global funding situation and mobilize additional funds to implement special projects aimed at enhancing the quality of protection for persons of concern in the country operation.
  • Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
  • Support senior management in representing UNHCR in the UN Country Team and other UN coordination fora.
  • Support, and participate in, local UN integrated missions, Inter-Agency Standing Committee, Emergency Relief Coordinator and Cluster communication strategies and initiatives.
  • Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
  • Consolidate information on UNHCR’s country operations and identify appropriate messages for campaigns and appeals.
  • Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
  • Assist in the development of targeted communications strategies and media packages for situations and/or activities that require focused attention.
  • Propose events and initiatives (e.g. commercial, cultural, political and sports) to promote the work of UNHCR and take action as appropriate.
  • Support the management of media relations by, inter alia, responding to direct queries, publishing press releases and organizing regular briefings and visits to country operations.
  • On behalf of the Representative, approve fundraising messages.
  • On behalf of the Representative, approve any relevant expenditure for the implementation of fundraising activities.
  • Propose which donors to approach and which operations or activities to prioritize for special fundraising appeals.
  • Implement all aspects of a communications strategy.
  • Approve budgets and expenditures for communications activities.
  • Clear external relations/communication products and tools as appropriate.
  • Represent UNHCR on behalf of senior management in fund-raising and communication priorities in inter-agency initiatives and fora.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The position of External Relations Officer in Athens, Greece demands high political and stakeholder awareness and previous experience in a complex emergency responding to high external interest is desirable. Excellent English drafting skills are required. Familiarity with the Greek and European institutions and context, and direct engagement with the EC, EU Member States are needed. Research skills and a working level of Greek language skills are an asset considering the close linkages and work with the Government, media and Greek civil society.

The incumbent is responsible for high volume reporting, both internal and external, at working and senior levels, including briefing notes and talking points for senior management and HQ, as well as to external audiences.

The post is responsible for government and private sector fundraising in coordination with the Bureau, PSP and DRRM. The incumbent should have experience developing and overseeing fundraising strategies, negotiating and securing contributions, reporting on grants, and planning and overseeing the delivery of donor visibility. The incumbent is responsible for donor and other missions, which are frequent.

Proven diplomatic skills are important, as is experience in promoting UNHCR’s advocacy priorities through relationship cultivation across partners – from diplomatic missions to civil society and the private sector.

Moreover, UNHCR in Greece is expanding its work with the private sector for fundraising and solutions for refugees, and the incumbent will be expected to contribute substantially to this work in coordination with the Solutions and PSP teams.

Experience in inter-agency coordination is important, as UNHCR chairs/co-chairs different working groups and leads on a number of inter-agency initiatives (4W, protection monitoring for refugees, etc). The External Relations Officer will be expected to support these efforts, as well as senior management and other colleagues on inter-agency coordination.

Working with data and data visualization will be required to identify, analyze and present trends. The incumbent will provide training and technical support to reporting focal points throughout the operation.

Nature of Position:

Currently, some 91,000 asylum-seekers and refugees are hosted in Greece. So far in 2023, over 28,500 people have arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR’s key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

The position combines external/donor relations, fundraising, reporting, inter-agency coordination and executive assistant responsibilities and requires experience with UNHCR in these areas. The post reports to the Representative and supports senior management in the above areas. The incumbent manages a small team of national staff for which management experience is important.

The incumbent will support the senior managers in identifying priority matters and assist with the management of information and preparation and documentation of meetings, respect multiple deadlines and support communications with field offices. The incumbent prepares speeches, statements, sitreps, and briefing notes reflective of UNHCR ‘s overall policies and ensures coordination of inputs to key reports ‘ experience in these areas is required.

The incumbent will work closely with senior staff to coordinate and pursue advocacy and fundraising priorities. Furthermore, the incumbent will lead the preparation of missions by drafting talking points, briefing notes, researching relevant information putting together briefing packs and assisting in the development of mission agendas to highlight key issues of the operation and experience in those areas are needed.

Athens is the capital and largest city of Greece. Athens is a family duty station, classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The educational institutions at all levels as well as international schools are available. The climate can be described as Mediterranean, with hot and dry summers and cool and mild winters.

In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
