  1. About Humanity & Inclusion

HI, founded in 1982 in Cambodia and working today in more than 60 countries, is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Cambodia, 4 projects are currently implemented in Kampong Cham, Tboung Khmum, Phnom Penh and Siem Reap provinces:

  • SHARE project includes the three components: Rehabilitation (REHAB), Mother and Child Health (MCH), and Socio-Economic Inclusion (SEI)
  • Accessibility project: Accessibility promotion for an Inclusive and Supportive Environment for All. The accessibility project promotes and disseminates the national accessibility guidelines, as well as disability inclusion.
  • Demining (DARM) project: Supporting long-term development and risk management of the Cambodian Self Help Demining Organization.
  • Road Safety project: Estimated Road Crash Generated Disability data collection from hospitals.

2.2 Justification of the final evaluation

According to HI’s Planning Monitoring and Evaluation Commitments and donor requirements, any project with a duration of two years or more and/or a financial volume of more than €3 million requires an external final evaluation.

3.1 Overall objectives of the external final evaluation

To report on the status of the achievement of the set results and the quality of the project at the end of the project to draw the necessary learning for possible future similar actions.

3.2 Specific objectives of the external final evaluation

  • To assess the level of the project’s achievement of the set results and the quality of the project by using the following 4 criteria of HI quality framework: relevance, changes, effectiveness, efficiency, and sustainability.
  • To produce recommendations and lessons learned for stakeholders and possibly a new project phase.

3.3 Evaluation criteria and external final evaluative questions

Relevance (Needs, context):

  • To what extent did the project meet the needs of the direct beneficiaries?
  • Has the project sufficiently adapted its actions to the context intervention of Cambodia?

Changes (Effects, impact, mitigation):

  • Did the project produce significant positive changes in the lives of the beneficiaries in a sustainable manner?
  • Has the project sufficiently taken into account and/or avoided the risks of negative effects (environmental, economic, safety…)?

*Effectiveness(Feasibility, consistency, product/ service):***

  • To what extent have resources (Human, Financial, Logistical, Technical) available enabled the project objectives to be achieved.
  • Do the results obtained contribute to the achievement of the project objective?
  • Is the technical quality of the project achievements in line with HI’s technical standards?

Sustainability (Anticipation, continuity, resilience):

  • Are the actions implemented during the project really sustainable?
  • Has the project put in place adequate means to ensure continuity after closure?
  • Has the project significantly reduced the vulnerability of all beneficiaries?

3.3 The budget allocated to the evaluation

The maximum amount of the consultancy is 15,000.00 USD including the withholding tax.

The withholding tax will be applied to the following criteria:

  • Cambodian resident registered at the General Department of Taxation (GDT) must provide their certificate of taxation and apply the 10% VAT.
  • Cambodian residents not registered at the General Department of Taxation (GDT) must apply a withholding of 15% of the amount of their proposal.
  • The non-Cambodian resident must apply according to the Cambodian Tax Law a withholding of 14% of the amount of the proposal.

3.4 Expertise required from the evaluator team

The consultancy will be carried out by an individual or group of experts who has the following qualification and specification:

  • A minimum of 5 years of knowledge and experience working in the areas of rehabilitation, health, and socioeconomic inclusion/ livelihood.
  • Comprehensive knowledge and understanding of Cambodia’s context in terms of disability, rehabilitation, health, and socioeconomic inclusion.
  • At least 5 years of experience in the final evaluation or research field.
  • Excellent communication skills both written and oral
  • Excellent facilitator and able to build strong relationships with people at all levels
  • Excellent data collection and analysis skills
  • Excellent research and report writing skills in English

  • CVs with at least three references.

Evaluation of the expression of interest will be made through a selection committee only if a complete application is received.
