1.Presentation of Terre des Hommes Project

Terre des hommes has targeted Operational Partnerships and Localisation as one of its key approaches in its 2021-2024 Strategy. Terre des hommes recognizes the importance of engaging in a profound shift in power dynamics between the different actors in both humanitarian and development contexts.

Part of this commitment involves internal and external capacity building and support to Tdh’s delegations and local partners towards Localisation. Tdh aims to manage an Online Platform that will host a range of documents dedicated to its partners including, but not limited to, E-learning Capacity Development Sessions (trainings), Partnerships and Localisation tools and documents related to program on Partnerships and Localisation. This Online Platform will be called Locallead Hub.

2. Context

The Locallead Hub Online Platform aims to support Tdh build its Local partners’ capacity. This initiative is part of a wider “Partnership and Localisation” project that prioritizes a Power Shift from the Global North to local and national actors from the Global South.

Project Details:

Strengthening Local Organisations Capacities and Engagement through Tdh interventions

From 01.07.2022 to 30.06.2026

Budget: 1,000,000 CHF

General Objective: Localization is clearly defined, coherent and consistent with Tdh strategy and values, and is supported by a first set of mechanisms, guidance and tools that are gradually implemented throughout the organization.

Specific Objective Related to this work: Building capacities and competences of local organizations for stronger systems based on solid local entities, including civil society organizations, supporting them to increase the “quality, reach and sustainability of these local organizations and ultimately their operational and financial independence”.

Expected results / indicators and activities: The Partnership and Localisation MEL plan will ensure that Tdh’s approach to Localisation will bear meaningful results for Tdh and its partners at the end of the Somaha funded project. The monitoring system will track and evaluate the efficiency of the project’s activities and progress towards an effective and meaningful Localisation for both Tdh and its partners.

3. Objective of the Service Provider

The E-learning modules that Tdh aims to create as part of this project can become quite technical. The E-learning modules design will require extensive MOOC (Massive Open Online Course) and SPOC (Small and Private Online Course) knowledge. Modules will be designed using Articulate and Moodle software (both tools selected by Tdh’s IT department to design the tools).

Although Tdh has built up (and will keep building) basic in-house design knowledge on Moodle and Articulate, it will require professional advice and services to ensure the E-learning modules quality. The service needed will be ad-hoc and will involve different kind of activities:

  • Design, development, and curation of E-learning module in collaboration with Tdh (full course design in collaboration with Tdh ).
  • Cleaning and Verification of E-learning module created by Tdh (partial course design or problem solving in collaboration with Tdh).
  • Advice and tackling of specific issues related to E-learning Module design.
  • Training Sessions delivered to Tdh or Tdh Local Partners on the design, development, and curation of E-learning modules.

In general, the objectives of the Service can be summed up as follows:

  • Provide up-to-standard and professionally designed, E-learning modules to Tdh local partners across the world, that are accessible to the visually impaired (WCAG 2.1 standards at least). The modules must be SCORM compliant.
  • Tackle specific issues encountered by Tdh’s Partnership and Localisation team in the design of E-learning modules.
  • Give expert advice on the use of Articulate and Moodle.
  • Provide training sessions on how to use Articulate effectively to whoever Tdh deems relevant.

4. Scope of the service needed

The service will be needed from the beginning of 2024 (As soon as the contract signature is effective) to June 30th, 2026, in an ad-hoc manner for the Partnership and Localisation project funded by the Somaha Foundation and led at Lausanne HQ. Throughout this period, Tdh will work on several of E-learning training modules that will be uploaded on an Online Platform (Locallead Hub).

Modules content will be aimed at helping Tdh local and national partners operating in Albania, Bangladesh, Hungary, India, and Nepal (first) and then all delegations (at a second stage, upon Global project scale-up). Necessary material needed for Articulate/Moodle designed E-modules will be provided by Tdh (Training material, content, design specifics, colors etc…).

Modules will always be designed in English first and, if need be, translated at a later stage. The coordination with the selected service provider must be led by the Lausanne HQ team (Partnerships Project Manager) and all relations between Tdh and the supplier will be done in English.

Tdh needs a flexible service for which the service provider can dedicate hours of its time to support Tdh in its work. Hours to be dedicated may greatly vary but will always be discussed and explained two weeks prior the official request.

5. Intended users of the service provider

Who are the main audience of this service?

  • Terre des hommes HQ – Partnership and Localisation Team involved in E-learning Module design and development.
  • Terre des hommes Field delegations in Albania, Bangladesh, Hungary, India and Nepal involved in E-learning module design and development.
  • Partner focal points involved: Open Gate / La Strada (Macedonia), Arsis – Initiative for Social Change (Albania), Brave Heart (Hungary), Municipality of Budapest (Hungary), Ministry of Health and Social Protection (Albania), Breaking the Silence (Bangladesh), Agrajattra(Bangladesh), Shakti Samuha (Nepal), Geruwa Rural Awareness (Nepal).
  • All local partners interested in attending trainings available on the Locallead Hub Platform.

How will the service results be used and by whom? What will this service bring to the team?

The results will be used by Partnership and Localisation Team involved in E-learning Module design and eventually by the beneficiaries involved in taking the E-learning training modules hosted on Locallead Hub. Other Tdh teams may benefit from this service upon coordination and validation with the Somaha Tdh HQ team.

This service will ensure a more professional aspect for the E-learning modules designed and will ensure a great deal of fine-tuning, finishing touch and externalization of the design from time to time or in case Tdh does not have the human resource to design trainings on Articulate/Moodle. The service should focus on creating content accessible to the visually impaired.

It is to be noted that all content produced by service provider will remain Tdh’s legal property.

6. Evaluation criteria and questions

The below indicators will be used to track the efficiency of the Online Platform. It therefore encompasses the courses that are expected to be made as part of this service provision request:

Final Result III : The Locallead Hub has effectively added value to the Capacity Development needs of civil society actors in the humanitarian and development sector.

Indicator (Output) – 3 : An online platform is designed and functional, hosting at least 3 awareness raising or training modules approaching the needs identified in Y1.

Indicator 3 : Number of people (per gender and function) that have used at least a Capacity Development Material (either downloaded the material or started an e-learning session). Target: 500 by 2026

Indicator 4 : Number of learners who have completed at least one module of e-learning. Target: 450 by 2026

Indicator 5 : % of satisfaction of Capacity Development platform reported for each Capacity Development Session. Target : 75% by 2026

Tdh will use SMART indicators to evaluate the Service Provider’s work and its ability to run the tasks.

  • Measure E-learning modules’ participant satisfaction through survey and feedback forms to ensure the modules are as adapted as possible.
  • Achieve a minimum completion rate for each module or other overall course (precise number will be defined in the below deliverables).
  • Take participant satisfaction into consideration upon designing E-learning modules for Tdh.
  • Regularly review accessibility and inclusivity content.
  • Tdh and the Service provider will meet once a year to evaluate their collaboration and set up action points that will be signed and tracked by both parties. The document will be shared and hold contractual value.

Upon selection of the service provider, Tdh will allow freedom for her/him to define his/her methodology to carry out the requested services. If satisfactory, Tdh will follow it. If not, methods will be suggested to reach a compromise.

7. Deliverables

Give the format of the expected contract (framework agreement), it is complex to give precise expected deliverables. We can however describe some basic tasks and a minimum expectation of services.

At least

  • 6 E-learning courses are designed, developed, and uploaded on Locallead Hub in collaboration with Tdh between contract signature date and June 30th, 2026.
  • 2 Tdh-designed E-learning courses are fined-tuned and modified to ensure that they are up to global standards.
  • One training session is provided to Tdh and/or Tdh partner staff throughout contract duration period.

Expect Tasks

  • Provide up-to-standard and professionally designed E-learning modules to Tdh local partners across the world, that are accessible to the visually impaired. The modules must be SCORM compliant.
  • Tackle specific issues encountered by Tdh’s Partnership and Localisation team in the design of E-learning modules.
  • Give expert advice on the use of Articulate and Moodle.
  • Provide training sessions on how to use Articulate effectively to whoever Tdh deems relevant.

Deliverables must be provided in English. If possible and upon the Service Provider selection, further languages may be needed in the design of E-learning courses. These languages include but not limited to Nepali, Bengali, Hindi, Albanian, Hungarian, French, Arabic, Haussa and other.

8.Chronogram

The service will be needed from the date of contract signature (in 2024) until June 30th, 2026. The selected service provider must undertake the assignment after discussion with Tdh.

The following requirements will ensure that Tdh’s request are clear:

  • Tdh will warn the service provider at least two weeks before putting a request in.
  • Tdh will give the request to the service provider by email. Requests will systematically come with clear Terms of Reference detailing the needed works (design, verifications, cleaning…). The service provider must signal Tdh feasibility and the expected timeline maximum 5 days after the request is put in.
  • The Terms of Reference will include the following details: clear expectations of works needed, expected timeline, materials needed, language details… Tdh commits to providing the service provider with all needed details that the service provider may require.
  • The service provider must ensure that time is dedicated for briefing with the field into his schedule (if needed), in addition to basic and coordinated debriefing. Tdh will accommodate the need for additional meetings to clarify its request, if needed by the service provider.
  • If required by Tdh, the service provider must ensure that adjustments can be brought to a second version of a final product she/he has done for/with Tdh, upon request.

9. Roles and responsibilities

Specify the role and the responsibilities of the team in charge of managing the evaluation at Tdh.

  • Management of communications, organization, and provision of the service requests along with the documentation required,
  • Logistic arrangements (when this is the case: responsibility and/or facilitation of transport, accommodation, organization of field work),
  • Support for translations.

Indicate the role and responsibilities of the Service Provider (the below list is exhaustive, and tasks will differ depending on the Tdh requests):

  • Course Development design and development using Articulate or Moodle authoring tool.
  • Create multimedia content, including interactive quizzes, simulations, and presentations.
  • Customization the look and feel of created modules to match the organisations’ branding and requirements.
  • Develop custom themes or templates for Articulate courses.
  • Convert traditional classroom materials into digital formats compatible with Articulate and Moodle.
  • Set up assessment tools within Articulate courses for quizzes and evaluations.
  • Perform routine maintenance and troubleshooting as needed with created courses.
  • Provide advice and consultation on best practices for e-learning design, delivery, and management.

10. Profile of the service provider qualifications and experience

Training:

  • Bachelor in Instructional Design or any other certificate proving mastering of Instructional Design

Experience, expertise:

  • Proficiency in Learning Management Systems (LMS) and Sharable Content Object Reference Models (SCORM)
  • At least 3 years of experience in Instructional Design specifically with Moodle and Articulate software.
  • Proficiency in E-learning authoring tools.
  • Knowledgeable in course development and maintenance, Knowledge of current educations technologies.
  • Understanding and implementation of course accessibility standards.
  • Development of course outlines and storyboard.
  • Proven record in developing interactive activities and assessments that increase learner engagement and knowledge retention.
  • Knowledgeable in course development and maintenance

Skills:

  • Time management.
  • Basic Understanding of the Humanitarian and Development Sector’s needs for E-learning modules.
  • Data analysis
  • Strong written and verbal communication skills.
  • Attention to detail and consistency in course development.

Language abilities:

  • English fluency required.
  • Mastering of any of the following language would be added value: French, Arabic, Albanian, Hungarian, Nepali, Hindi or Bengali.

The service provider must be selected based on the following preferences:

  • Past experiences working on E-learning modules in the humanitarian/development sector.
  • Experience using Moodle and Articulate.
  • Flexibility to dedicate working time upon request.
