Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated EORE (Explosive Ordnance Risk Education)Team Leader who will Lead the deployment for EORE activities following the procedures outlined in the current Humanitarian Disarmament and Peacebuilding (HDP) Programme and EORE SOP.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukrainian refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. Since late February 2022, nearly 4 million Ukrainians and third-country nationals have crossed the border to Poland. As part of its neighboring country response, DRC is establishing an operational presence in Poland to support displaced populations through partnership with civil society organizations and national NGOs, duty bearers, and other actors.

About the Job

The EORE Team Leader will lead the deployment for EORE (Explosive Ordnance Risk Education) activities in order to ensure that EORE activities (sessions) in area of operation (communities) to raise awareness of the dangers posed by Explosive Hazards in order to reduce the number of accidents caused by these hazards, following the procedures outlined in the current HDP Programme and EORE SOP, are conducted.

Under the immediate supervision, guidance, and coordination of the EORE Programme Manager the EORE Team Leader will be tasked and responsible for:

  • Assist the EORE Programme Manager in the planning of EORE tasks and activities.
  • Lead the EORE Team in area of operation and ensure management of the team and EORE activities;
  • Participate in defining and managing the EORE objectives, priorities, strategies, and plan of action.
  • Implement EORE activities in compliance with relevant SOPs and guidelines, including desk assessment, individual interviews, focus group discussions, key stakeholder interviews, and reporting.
  • Directly supervise and provide Quality Assurance of the EORE teams under his/her responsibility and ensure compliance with timelines, deadlines, and quality standards and SOPs.
  • Providing support to the EORE Programme Manager on the implementation of the Project and focusing on EORE sessions in communities and locations in accordance with Project objectives.
  • Support the development of EORE and mine-awareness training package to raise awareness about the risks associated with/ posed by Explosive Hazards.
  • Before any EORE team deploys, ensure that the information specific to the area has been provided by the EORE Programme Manager.
  • Support in obtaining (if available) all appropriate survey data from official government bodies (Government /Police/Military/Other) and community liaison.
  • Ensure that records of daily, weekly, and monthly activities are kept accordingly and ensure the provision of updated information on EORE sessions conducted and planned activities.
  • Report progress regularly (daily, weekly) to the EORE Programme Manager and contribute to the reporting.
  • Understand and follow all safety SOPs and communicate any change in the security situation to the EORE Programme Manager and Safety team.
  • Maintain good discipline within the team by coordinating duties/tasks and coordinating with other colleagues.
  • Be responsible for Team equipment and EORE training material condition and quantities designated for the team.
  • Establish and maintain working relations with local authorities and with communities of intervention.
  • Establish, develop and maintain working relations and regular Communications with security stakeholders (police, military, civil defense, vigilantes) in the areas of operations.
  • Ensure and maintain the equipment in good condition and report any damage to EORE Programme Manager.
  • Act as the EORE Programme Manager as and when directed.

About You

To be successful in this role we expect you to have a minimum of 3 years of proven experience in similar areas, preferably in Risk education or/and EORE, ideally as a Team Leader. Moreover, we also expect the following:

  • A University degree in social science or tertiary education in any other relevant field will be considered an asset.
  • Certificate/Accreditation of participation in Explosive Ordnance Risk Education (or similar) Training (ToT) by recognized INGO.
  • Knowledge of local communities; actual inhabitants of these areas are preferred.
  • Ability to manage and analyze sensitive and confidential information.
  • Previous experience in conducting interviews, assessments and surveys.
  • Basic knowledge of Information Management/GIS.
  • Knowledge and/or experience in International Mine Action Standards (IMAS) is desirable.
  • Possession of a valid automobile driving license and the ability to drive using manual transmission is desirable.
  • Experience in mine action, and humanitarian portfolio is desirable.
  • Experience in liaising with governmental and local authorities is preferable.
  • Proven ability to use new technologies to gather information.
  • Excellent planning and organizational skills.
  • Excellent communication skills.
  • Excellent ability to work in a team.
  • Full professional proficiency in English.
  • Mandatory knowledge of Ukrainian and/or Russian.
  • Knowledge of the local language is preferable.

We Offer

Contract type: National Contract

Contract length:31st December 2023, with the possibility of extension depending on the availability of

funding.

Band: Management, G

Base Salary range: from 15220 to 16147 PLN gross per month based on experience

Duty base: 1 in Warsaw.

Start date: As soon as possible
