Explosive Ordnance Risk Education (EORE) Officer (POL)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated Explosive Ordnance Risk Education (EORE) Officer who will support the EORE Team Leader in the planning, coordinating and conducting of the EORE activities following the procedures outlined in the current Humanitarian Disarmament and Peacebuilding (HDP) Programme and in accordance with SOP.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. Since late February 2022, nearly 4 million Ukrainians and third-country nationals have crossed the border to Poland. As part of its neighboring country response, DRC is establishing an operational presence in Poland to support displaced populations through partnership with civil society organizations and national NGOs, duty bearers, and other actors.

About the Job

The EORE Officer will support the EORE Team Leader in the preparation and deployment of the EORE (Explosive Ordnance Risk Education) activities and comply with field coordination directions of EORE Team Leader and ensure that EORE activities in area of operation (communities) to raise awareness of the dangers posed by Explosive Hazards in order to reduce the number of accidents caused by these hazards, are conducted.

Under the immediate supervision, guidance, and coordination of the EORE Team Leader the EORE Officer will be tasked and responsible for:

• Supporting and assisting the EORE Team Leader in the planning of EORE tasks and activities and ensure management of the team and EORE activities;
• Supervise the overall EORE activities in area of operation.
• Keeping close coordination with other units/departments/sectors; obtain update information about refugees/returnees and share the information with EORE Team Leader.
• Regularly visit and evaluate the work of the EORE team in all locations, providing support and feedback.
• Be responsible for quantity of EORE distribution materials and inform EORE Team Leader about materials necessity.
• Checking all equipment and training materials of the team for operability (damages) in a daily basis and report accordingly.
• Reporting of the EORE teams weekly and monthly progress to the EORE Team Leader or/and Programme Manager.
• Ensuring communication and coordination of the EORE activities with local communities/authorities.
• Participate in defining and managing the EORE objectives, priorities, strategies, and plan of action.
• Implement EORE activities in compliance with relevant SOPs and guidelines, including desk assessment, individual interviews, focus group discussions, key stakeholder interviews, and reporting.
• Directly supervising and providing Quality Assurance of the EORE Facilitators under his/her responsibility and ensure compliance with timelines, deadlines, and quality standards and SOPs.
• Supporting EORE Facilitators, their work, and contribute to their capacity development;
• Supporting the development/updating of the EORE and mine-awareness training package to raise awareness about the risks associated with/ posed by Explosive Hazards.
• Supporting in obtaining (if available) all appropriate survey data from official government bodies (Government /Police/Military/Other) and community liaison.
• Ensuring that records of daily, weekly, and monthly activities are kept accordingly and ensure the provision of updated information on EORE sessions conducted and planned activities.
• Conducting direct and online EORE sessions for adults, adolescents, and children according to DRC HDP SOPs, using standard and approved methodologies;
• Conducting Community Liaison (CL) with local communities;
• Distributing and reporting of EORE informational materials to beneficiaries;
• Contributing to the development of EORE (informational) materials, methodologies, and tools;
• With support of the Information Management (IM) tools contributing to data processing, analyses and reporting to share EORE activity data to DRC IM Team and EORE Team Leader;
• Reporting progress regularly (daily, weekly) to the EORE Team Leader and contribute to the overall reporting.
• Contribute to the lessons learned reports on EORE activities.
• Maintain good discipline within the team by coordinating duties/tasks with other colleagues;
• Ensure and maintain the equipment in good condition and report any damage to EORE Team Leader.
• Act as the EORE Team Leader as and when directed.

About You

To be successful in this role we expect you to have:

• A minimum of 3 years of proven experience in similar areas, preferably in Risk Education or/and EORE.
• A University degree in social science or tertiary education in any other relevant field.
• Certificate/Accreditation of participation in Explosive Ordnance Risk Education (or similar) Training (ToT) by recognized INGO.
• Knowledge of local communities.
• Ability to manage and analyze sensitive and confidential information.
• Previous experience in conducting interviews, assessments and surveys.
• Basic knowledge of Information Management/GIS, preferably in mine action.
• Full professional proficiency in English.
• Intermediate Knowledge of Ukrainian and/or Russian languages.
• Proven ability to use new technologies to gather information.
• Excellent planning and organizational skills.
• Excellent communication skills.
• Excellent ability to work in a team.

Desirable

• Knowledge and/or experience in International Mine Action Standards (IMAS).
• Possession of a valid automobile driving license and the ability to drive using manual transmission.
• Experience in mine action, and humanitarian portfolio.
• Experience in liaising with governmental and local authorities.
• Knowledge of Polish language.

We Offer

Contract type: National Contract

Contract length: 31st December 2023, with the possibility of extension depending on the availability of

funding.

Band: H

Base Salary Range: PLN 11,995 – PLN 13,225 gross per month, based on experience.

Duty base: Lublin

Start date: Asap
