PURPOSE/SUMMARY

In recent years, exceptionally high numbers of civilian casualties from explosive ordnance have been recorded. The delivery of effective explosive ordnance risk education (EORE) interventions to affected populations – in addition to clearance and other risk reduction programmes – is a primary means of preventing injuries and saving lives. In order to contribute to enhancing the protection of civilians from the threats caused by explosive ordnance, and in line with its multi-year strategy, in 2019 the GICHD stepped up its EORE efforts in support of partners across the mine action and wider humanitarian and protection sectors.

Situated in the Gender and Mine Action Programme (GMAP) division of the GICHD, the EORE capacity aims to raise the profile of the EORE pillar of mine action while also strengthening EORE tools, approaches and methodologies. At a global level, the GICHD provides support within the framework of the EORE Advisory Group and directly in the areas of awareness raising, support to humanitarian disarmament conventions (e.g., Anti-Personnel Mine Ban Convention and Convention on Cluster Munitions), development of guidance and e-learning courses and sharing of good practices. In addition, it provides technical advice, support and training to partners at country level and fosters regional dialogue and coordination on EORE.

In this context, the GICHD is seeking to hire an EORE Advisor who will provide substantive and technical support for the implementation of the Centre’s EORE activities and projects.

Areas Of ResponsibilitY

General

  • Collaborate with other colleagues to promote and implement the GICHD strategy;
  • Contribute to the overall development of the Centre’s EORE strategic directions;
  • Design, implement and manage EORE projects, including concept papers, funding proposals, budgets and narrative reports;
  • Collaborate and coordinate with all other GICHD divisions;
  • Work in line with, and actively contribute to, the GICHD’s Results Based Management (RBM) approach;
  • Oversee external consultants, including the drafting of terms of references, procurement, coordination of outputs and reporting and administration of contracts, logistics and invoices;
  • Prepare, monitor and analyse budgets and expenditures in liaison with the programme manager, programme officer and the Finance division;
  • Represent the GICHD at conferences, workshops and public events;
  • Stand-in as GICHD core member of the EORE AG in the absence of the EORE programme manager;
  • Support the Head of Division and the EORE programme manager in the management of the EORE programme as required.

Advice and Technical Assistance

  • Provide technical assistance and advice on EORE to external partners upon request;
  • Conduct research, draft publications and guidance on risk education and other relevant areas of focus (i.e., Social and Behaviour Change Communication – SBCC; monitoring, evaluation, accountability and learning – MEAL) in collaboration with other GICHD advisors and consultants;
  • Plan, design and deliver EORE trainings and facilitate workshops and events, involving field travel to medium-high risk environments;
  • Review documents and standards (including IMAS, TNMAs and NMAS) when required;
  • Coordinate with colleagues from other divisions for joint activities, technical assistance and initiatives such as integrated assessments, strategic planning processes and regional cooperation programme activities.

Other duties

  • Remain abreast of and share developments in risk education tools, approaches and needs;
  • Promote the development and sharing of innovative tools and approaches to EORE;
  • Support other colleagues through the provision of technical inputs when requested;
  • Provide guidance to programme officers on assigned projects;
  • Act as an internal focal point on inter-divisional or project/country-based working groups as required;
  • Strive for continual improvement in planning, implementation and monitoring of work;
  • Bring innovative ideas and thinking and make suggestions for improvement;
  • Contribute to a positive, respectful and stimulating work environment;
  • Promote and streamline gender and diversity considerations;
  • Fulfil any other tasks assigned by the Head of Division and EORE programme manager.

Operating network

  • National mine action authorities and governments from affected states;
  • Mine action operators/NGOs, international organisations and the UN;
  • EORE practitioners, including through the international EORE Working Group;
  • Other humanitarian, protection, development and education actors;
  • Expert networks on social and behavioural change communication, risk communication and community engagement and innovation hubs;
  • Service providers and consultants.

Qualifications (technical qualifications or certifications that are essential to fulfil the post)

  • An advanced university degree in a relevant field: International relations, Political Science, Behavioural Science, etc.
  • 5-10 years professional experience in EORE programme management functions in international contexts;
  • Solid experience designing, managing and implementing EORE interventions in explosive ordnance affected countries.

Specific knowledge, technical skills (that are essential to fulfil the post)

  • Competence in results-based project management, including budgeting, financial monitoring and reporting;
  • Demonstrated expertise on EORE, including thorough understanding of the latest sectoral developments, priorities and challenges;
  • Practical knowledge of social and behavioural change – SBCC – approaches as well as other innovative approaches (e.g., digital EORE);
  • Experience of implementing MEAL processes at country level;
  • Competence in training design/delivery and facilitating workshops and events for adults with multi-cultural backgrounds;
  • Demonstrated experience in leading research projects;
  • Excellent drafting, conceptual and analytical skills;
  • Knowledge of UN agencies, national authorities, NGOs and other stakeholders involved in EORE, mine action and wider humanitarian, development and protection sectors;
  • Competence in streamlining gender and diversity inclusion in program design, monitoring and evaluation;
  • Excellent command of verbal and written English as a working language;
  • Knowledge of Arabic, French, Portuguese, Russian, Spanish, or other language(s) practiced in explosive ordnance-affected countries, strongly desirable;
  • Availability to travel regularly and worldwide.
