Summary:

Chemonics seeks an Explosive Ordinance and Emergency Services (EO)Advisor to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Explosive Ordinance and Emergency Services (EO) Adviser will support the delivery of the RECOVER objective by:

  • Providing effective and timely technical and operational support and capacity development to the Government of Ukraine’s civilian Explosive Ordnance Disposal (EOD) capability in recently liberated areas to enable the safe and rapid recovery of civil administration and services in line with PFRU Early Recovery objectives and plans.
  • Coordinating PFRU support for EOD with relevant Government of Ukraine Ministries and agencies and other active international and national EOD and humanitarian mine action organisations through the Mine Action Sub-Cluster (MASC) chaired by UNDP.
  • Ensuring all PFRU supported EOD and Mine Action operations meet the relevant national and international technical and safety standards.

Responsibilities:

  • Direct and supervise PFRU contracted and accredited EO services aligned with the Early Recovery Project in support of the Government of Ukraine in recently liberated areas.
  • Oversee the production of standardised PFRU EOD technical and safety standards to meet UNMAS/MASC standards.
  • Production and implementation and monitoring of technical and safety standards for PFRU supported EOD activities throughout the PFRU early recovery mission areas.
  • Support the SESU in investigation of landmine and UXO incidents in PFRU mission areas.
  • Prepare operational plans for major PFRU supported EOD tasks.
  • Coordination of PFRU EO support to the Government of Ukraine through the Mine Action Sub-Cluster (MASC), Chaired by UNDP.
  • Coordinate the tasking of PFRU EOD resources in support of the Government of Ukraine State Emergency Services (SESU).
  • Coordinate the execution of EOD equipment field trials, including the use of mechanical demining systems and implement recommendations for applicable drills and SOPs.
  • Provide training for PFRU Ukrainian EOD staff.
  • Provide advice on all EOD matters to the PFRU leadership team.

Qualifications:

The EO Adviser will need to meet the following qualifications and experience requirements:

  • Degree in social science, management, engineering or a related field, or equivalent professional qualifications such as Police/Military War College/ Command and Staff College Courses or extensive high-level management experience in EO programming.
  • A minimum of 5 years post-military experience in EO, with demonstrated capabilities in designing, planning, organising and leading large and complex EO and mine action related programmes in high threat environments.
  • Practical experience in EO team management is essential, preferably with the civil emergency services or an UNMAS accredited humanitarian EO and mine action operation.
  • Practical experience planning and managing mechanical demining operations is essential.
  • Experience leading on EO operations in support of the emergency services (police, fire, rescue and ambulance) is advantageous.
  • Experience in Ukraine or the region is desirable.
  • Excellent English language skills including computer literacy are essential.
