The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Juba, South Sudan, with frequent travel to the project locations.

To expand WASH and integrated programming, Welthungerhilfe (WHH) South Sudan is looking for an experienced WASH Expert. The WASH Expert develops and rolls-out the WASH strategy, participates in defining the country programs strategy and contributes to constantly increase the competitiveness and quality of WASH-components in programs proposed and implemented by WHH in South Sudan. S/he promotes integrated programming and supervises the implementation of WHH’s WASH approach to emergency, transitional and development responses. The Expert reports to the Head of Program Development, Quality and Strategy (HoPDQS) and will work in close coordination with Head of Program Implementation (HoPI), Head of projects, Field experts, MEAL manager and Grant Reporting manager. The WASH Expert will be responsible for maintaining an excellent network with donors, partners and government authorities.

Your responsibilities

  • Maintain strategic leadership and coordination of the WASH component to the program development, implementation and quality
  • Ensure consistency and harmonization of WHH approaches for the WASH sector in South Sudan as per developed SOPs and propose new solutions
  • Lead towards guidelines including technical standards for water and sanitation facilities, behaviour change communication, hygiene promotion and menstrual hygiene management based on the developed WHH strategy
  • Ensure projects are compliant with WHH and donor WASH guidelines, international standards (SPHERE, CHS), national frameworks, laws and policies, Clusters recommendations
  • In collaboration with the MEAL Manager, develop and/or contextualize monitoring and needs assessment tools, participate in WASH program monitoring and evaluation
  • Support the emergency preparedness and response plan (EPReP) and process to enable quick and appropriate response to disasters
  • Update WASH strategy and guidelines for WHH South Sudan, ensuring the development and consolidation of integrated approaches with other sectors
  • Provide strategic and technical leadership in WASH program design, developing new approaches, intervention areas, and activities, and ensuring high quality implementation, incorporating best practices from multiple countries
  • Contribute to the country strategy formulation, planning new projects/programs
  • Contribute to identify trends, donor priorities and partnership opportunities
  • Represent WHH in WASH meetings, Clusters, technical working groups and coordination fora as agreed with the line manager
  • Participate in developing proposals and donor reports
  • Provide technical support to the technical teams and Heads of Projects
  • Contribute to recruitment, ongoing supervision and evaluation of staff in the WASH sector
  • Organise capacity development and coaching/mentoring events throughout the organisation on the implementation of WASH strategies and guidelines

Your profile

  • A university or polytechnic degree in WASH Engineering, Economic Development, Rural Development, Water Management, or equivalent qualifications that are commensurate with this position
  • A minimum of 4 years of progressive experience and proven record in designing and managing WASH related projects in fragile contexts in an INGO set up
  • Working experience in integrated programming and partnership development
  • BMZ, ECHO, AA, FCDO, BHA, EU, USAID donor experience would be an asset
  • Proven track record of successful donor interactions, program design and excellent networking/coordination
  • Excellent understanding of the humanitarian architecture and coordination system/s; experience in coordinating with Cluster system required
  • Coordination/organisational skills and ability to work with minimal supervision – even under a high workload
  • Team-focused approach, with advanced coaching and mentoring skills and capacity building experience of national and sector staff, partners and authorities
  • A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
  • Strategic thinker, creativity and ability to provide strategic direction and translate strategies into operational plans and actions
  • Understanding of trends in the sector, ability to quickly analyse information and trends and translate them into action – understanding of climate resilience, gender sensitive and WASH governance is an asset
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe’s programme countries
  • Excellent spoken and written English; Arabic language skills would be an asset
