Organizational Setting

Under overall supervision of the FAO Subregional Coordinator for Central Asia, direct supervision of Lead Technical Officer (LTO), in close collaboration with FAO Subregional Office for Central Asia (SEC), national and international consultants and in liaison with SEC Field Programme Unit (FPU) / Programme Implementation Unit (PIU), the incumbent will contribute to the Technical Cooperation Programme (TCP) project “Developing digital solutions for sustainable pasture management” in Turkmenistan. The objective of this project is to support the development of science-based guidelines for livestock keepers (pasture users) of the Dashoguz region on sustainable use of rangeland ecosystems.

Reporting Lines

The incumbent reports to Senior Animal Production Health Officer, REU / Lead Technical Officer (LTO) of the project.

Technical Focus

Development of the grazing management plan in line with the best international experiences to support sustainable natural resource management.

Tasks And Responsibilities

  • Provide guidance on technical aspects, including methodologies, tools, and approaches in grazing management planning, mostly focusing on the biodiversity conservation and sustainable livelihood management.
  • Provide technical guidance and inputs to develop grazing management plan and identification of the implementation and monitoring procedures for grazing plan together with implementation action plan.
  • Guide the identification of the most productive grazing areas and make them a part of the pasture rotation system, based on scientific evidence and via produced GIS based layers.
  • Provide technical guidance to analyze successes and challenges faced in course of developing the grazing management plan and draft a list conclusions.
  • Support drafting of the guidelines for development of grazing management plans in Turkmenistan.
  • Support preparation of geo-botanical surveys to develop grazing management plan and support landscape restoration activities to avoid erosion and land degradation.
  • Provide technical support and guidance during organization of the project’s field activities and reporting.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • An advanced university degree (Masters or equivalent) in natural sciences, agricultural, integrated land management, or other related fields
  • At least 15 years’ experience in grazing and grassland planning, pasture restoration and rehabilitation, integrated land management, production systems, applied conservation sciences, experience working with local communities and government organizations
  • Working knowledge (level C) of English

Technical/Functional Skills

  • Good interpersonal communications skills
  • Experience in development of strategies, action plans and other relevant documents related to sustainable use and management of grasslands and pasture biodiversity
  • Experience in grazing management planning in arid region
  • Experience in stakeholder engagement across public, private, community, NGO and academic spectra; and facilitating partnerships and collaboration in socially inclusive and equitable manner
  • Experience in rotational grazing demonstration implementation in steppe ecosystem
  • Extent and relevance of experience in participating in, or leading, multidisciplinary teams
  • Extent and relevance of experience in the formulation and implementation of policies and projects related to land tenure, land administration, and land management
  • Extensive expertise in grazing management and biodiversity conservation with particular emphasis on management of multiple use grasslands
