The position is to be filled as soon as possible, with an initial contract duration of one year. Employment location will be Khmelnytskyi, Ukraine.

Welthungerhilfe, together with other members of Alliance2015, supports the population affected by the conflict in Ukraine, within Ukraine and in its neighbouring countries. As Welthungerhilfe (WHH) is setting up its presence in Ukraine, this position will be pivotal for the implementation of the Cash & Voucher Assistance (CVA) programming in different regions/oblasts in Ukraine. Moreover, this position will be closely involved in working with WHH Alliance 2015 partners, Cesvi and Concern, on a joint response project for Ukrainian internally displaced people. As CVA Coordinator, you will provide technical guidance on cash and voucher programs at all stages of the program cycle.

Your responsibilities

  • Provide technical guidance on cash and voucher programs at all stages of the program cycle (assessments, proposal development, implementation, monitoring and evaluation)
  • Support the implementation and review of the current Multi-Purpose Cash Assistance (MPCA) system, including the Digital platform for Assistance Delivery (DPAD) together with the team and national partners
  • Support the development of technical guidance on cash and vouchers in the Ukraine humanitarian response; review and update the MPCA Standard Operation Procedures (SOP) and develop other necessary tools for the implementation and monitoring of MPCA activities
  • Lead market assessments and analysis and actively participate in joint market monitoring initiatives in the country
  • Support the development of MEAL plans for MPCA activities and assist MEAL, project and national partner teams in the implementation
  • Manage the budget assigned to CVA/MPCA activities and ensure all expenses are according to budget and meet internal and external standards with regard to financial management, including accountability and good governance
  • Regularly update expenditure plans and collaborate with relevant colleagues on fund requests for CVA/MPCA
  • Keep (financial) track of planned, active, and completed transactions to project participants and ensure financial monitoring of the CVA/MPCA project components
  • Actively participate in the Cash Working Group Ukraine and represent Welthungerhilfe at relevant meetings with government donor agencies, UN agencies, as well as at CVA-related conferences
  • Ensure necessary internal and external coordination with clusters and other stakeholders involved in the CVA/MPCA programming process
  • Develop appropriate reporting systems for data collection, analysis and tracking, and assist with internal and donor reporting on cash and voucher activities
  • Liaise with the Technical Unit Advisor to assist with project design and in-country CVA system

Your profile

  • A university/polytechnic degree or completed training in a relevant field commensurate with this position
  • At least 3 years of international experience coordinating or managing cash and market-based programmes, including experience in implementing cash transfer programs at an NGO
  • Experience with Needs and Markets Assessments and analysis
  • Experience in applying methodologies to calculate cash/voucher amounts for sectoral outcomes, as well as for multipurpose cash transfers
  • Experience in conducting feasibility and risk analysis for CVA
  • Profound knowledge of the humanitarian program cycle, humanitarian coordination framework and the general humanitarian funding landscape
  • Ability to generate and use data to innovate, deliver, learn and share what works through learning products related to CVA in multisectoral humanitarian programs
  • Willingness to travel inside Ukraine, collaborate with partners and build capacity with national organizations
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe’s project countries
  • Excellent spoken and written English; Ukrainian and/or Russian language skills are desirable
