VOA is seeking an accomplished strategic and visionary leader to identify the long-range strategy plan and implementation of an organization’s technology function. Directs the strategic design, acquisition, management, and implementation of a technology infrastructure in a decentralized enterprise to achieve our bold vision for our future.

Objective

Realize the transformative potential of technology and data to achieve or bold vision for the future of Volunteers of America. Responsible for the long-range strategy plan and implementation of an organization’s technology function. Directs the strategic design, acquisition, management, and implementation of technology infrastructure in a decentralized enterprise to achieve our bold vision for the future of Volunteers of America.

Essential Functions, Duties And Responsibilities

  • Develop organizational vision and strategy for the use of technology and data across the organization (Volunteers of America National Office, Subsidiaries and Affiliates) to enable strategic growth.
  • Develop and implement an organization wide technology and data transformation plan (in collaboration with Volunteers of America subsidiaries and affiliates), including but not limited to;
  • Increasing capacity to leverage data for health system contracting, quality improvement & communications by reimagining and piloting data infrastructure models within and between affiliates;
  • Enhancing client access and experience through digital and hybrid engagement;
  • Growing technology infrastructure to optimize operations and enable workforce;
  • Enable learning and innovation through technology.
  • Watches and advises the organization on current trends in IT, data management, and security.
  • Lead the development, implementation and monitoring of organization wide minimum cyber security standards (Volunteers of America National Office, Subsidiaries and Affiliates). Lead the national office enterprise risk management assessment and action related to cyber security.
  • Support the development and implementation of Volunteers of America affiliate technology plans.
  • Act as a subject matter expert and consultant on key affiliate technology issues.
  • Lead the Volunteers of America Technology Network, implementing strategies for shared learning, networking and collaboration. Position network as a strategic partner with other networks and collaboratives.
  • Leverage combined technology spend, selection and utilization across the organization (Volunteers of America National Office, Subsidiaries and Affiliates)
  • Act as a strategic partner across all national office departments, integrating technology into planning and implementation. Provide leadership in the scoping, selection, and implementation of technology solutions.
  • Partner with Volunteers of America National Services IT Leadership to oversee the day to day technology and cyber security infrastructure and support functions for National Office headquarters and remote staff. Ensure technology practices adhere to policy and regulatory standards.
  • Provide internal and external thought leadership (conferences, articles, relationship development) related to technology within the health and human services sectors.
  • Identifies funding opportunities and other resources that support technology and data initiatives. Lead the application and relationship development around those opportunities.
  • Build external partnerships that will advance growth, innovation, and achievement of our strategic objectives.

Job Requirements

Experience and Minimum Qualifications

  • Minimum 10 years’ experience working in a technology and data leadership position with increasing levels of responsibility.
  • Experience within health and/or human services industries and or federated national organizations preferred.
  • Bachelor’s degree required and advanced degree preferred. Equivalent experience considered.
  • Demonstrated experience developing and implementing technology and data transformation strategies within a large and complex organizational system.
  • Understanding of data analytics and how to apply them into successful strategies.
  • Extensive industry knowledge and relationships with an eye towards technology transformation.
  • Demonstrated experience with information security including staff training, policy management, industry standards, access controls, and adherence to federal and state regulatory compliance.
  • Ability to navigate a matrixed organization with key stakeholders and partners across various groups.
  • Extensive understanding of the analysis, design, hands-on development, and delivery of data-centric solutions.
  • Excellent leadership, communication, and interpersonal skills.

Position location is flexible in terms of remote, hybrid, or in the Alexandria VA office. Some travel is required. Salary is commensurate with experience, as well as a comprehensive benefits package.
