Evaluation Team Leader, DOS EUR/ACE Evaluation of Anti-Corruption Projects, BiH and North Macedonia

Proposal Objective:

SI is pursuing an 11-month contract to conduct a performance evaluation and meta-analysis of 18 anti-corruption projects funded by USAID and INL in Bosnia and Herzegovina (BiH) and North Macedonia. The purpose of the evaluation is to assess the effectiveness of these partners’ past and ongoing anti-corruption projects, to inform future funding decisions by EUR/ACE, and to identify and apply lessons learned from the evaluation to future anti-corruption programming in the region. The intended audience is the implementing partners plus ACE, EUR, INL, U.S. embassies, USAID Missions in Europe, Eurasia, and Central Asia, and OSCE.

Position Description:

SI is seeking a consultant to serve as the Evaluation Team Leader, to lead the evaluation and provide guidance and oversight of the evaluation team. The Evaluation Team Leader is responsible for evaluation design, methods, and deliverables of the evaluation.

The Team Leader will travel potentially up to two trips to Bosnia and Herzegovina (BiH) and North Macedonia and to Washington, DC. Level of effort is approximately 65 days over the 11-month period of performance.

Responsibilities:

  • Manage and implement the evaluation throughout the performance period.
  • Responsible for the evaluation design, analyzing evaluation data, and presentation of findings and recommendations.
  • Identify gaps in information needed to answer evaluation questions.
  • Oversee the coordination of activities, arrange periodic meetings, and consolidate individual input from team members while reporting regularly to ACE.
  • Produce the final draft manual on Anti-Corruption Project Design that will include the best practices identified in the evaluation on all aspects of the findings including target group baseline research, training materials development, before-and-after testing for skills developed and their retention, and long-term behavior change in corruption prevention and the countering of corruption.
  • Contact points of contact designated by ACE in INL (USAID/BiH, and USAID/North Macedonia to collect background documents and data on the projects to be evaluated and obtain in-briefings from the partners and their implementers
  • Guide data collection, analysis, and reporting.
  • Supervise and lead team members across evaluation tasks to ensure timely completion.

Qualifications:

  • Postgraduate qualification in Governance, International Relations, Evaluation, or another relevant field.
  • At least 10 years of relevant work experience conducting or supporting evaluations of democracy and governance or anticorruption projects, or in conducting research on these topics. Regional experience in Europe and/or Eurasia preferred.
  • Expert on performance evaluation methods and project design as well as the use of statistical data from surveys and training test results.
  • Prior experience leading and completing previous evaluations of USAID projects, ideally in Europe and/or Eurasia.
  • Experience with project design pertaining to anti-corruption assistance.
  • Demonstrated leadership experience in evaluation projects and team management.
  • Experience with data collection, survey design, test development, key informant interviews, focus group facilitation, and skills in analyzing all these data sources.
  • Experience in secure remote data collection and analysis.
  • Work and sociocultural analysis experience in as many as possible of the following target countries: BiH and North Macedonia, or countries with similar contexts for anti-corruption project design and evaluation.
  • Ability to effectively communicate with contract CORs and government technical representatives.
  • Ability to and willingness to travel to BiH and North Macedonia.
  • Fluent in English with the ability to write English language reports at the level of a native speaker. Russian language skills preferable.
