USAID/Haiti Evaluation and Survey Services Plus (ESS+) Project

Project Objective:

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) and SI the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring (TPM).

USAID/Haiti has engaged Haiti ESS+ to conduct a Mid-Term Evaluation of RANFOSE (Strengthen Nutrition to Increase Health) Activity to assess progress to-date and provide actionable recommendations to inform potential project/sector implementation improvements. In addition to understanding the project’s performance and outcomes, USAID/Haiti plans to use the results of this evaluation to understand how to improve its strategic approaches to Nutrition and Food Fortification in Haiti.

The RANFOSE is a six-year food fortification project which aims to reduce micronutrient deficiencies in Haiti. In collaboration with the Ministry of Health, this project works with importers, distributors, and local food producers to fortify wheat flour with iron and folic acid, vegetable oils with vitamin A, and salt with iodine. The evaluation will help inform priorities and adaptive management for the immediate future (next 2-4 years).

Position Description:

Haiti ESS+ is seeking a local EvaluationSpecialist consultant to support all technical and management aspects of the RANFOSE Mid-Term Evaluation. The Evaluation Specialist serves as a member of the ESS+ team, providing quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis. The Evaluation Specialist is expected to work closely with a Team Leader,Nutrition and Food Fortification Specialist, Project Director, the local data collection firm, and the Haiti ESS+ management team to ensure quality and timely deliverables.

The evaluation level of effort is approximately 8 – 10 weeks (from 48 to 60 days), inclusive of two to three consecutive weeks of data collection and analysis in Haiti. The estimated start date is December 2022, and the end date is May 2023.

Roles & Responsibilities:

  • Collaborate with the Team Leader on strategic and operational planning to implement the approved Evaluation Design and ensure compliance with all USAID contractual reporting and financial requirements for the RANFOSE Evaluation.
  • Participate in the design of and data collection tools to ensure cultural and sectoral appropriateness, and ascertain quality data are collected and reported.
  • Participate in sampling design including selection of samples for key informant interviews and surveys.
  • Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data.
  • Lead and coordinate all data analyses; ensure all qualitative and quantitative data analyses meet the requirements for the evaluation.
  • Support in writing all deliverables associated with the evaluation including, but not limited to, the evaluation design (including tools) and the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work (SOW).
  • Manage all deadlines and record maintenance, including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.
  • Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved evaluation design.

Qualifications:

  • Minimum of a master’s degree in statistics, economics, and other related fields
  • At least 5-10 years of experience in USAID Monitoring & Evaluation (M&E) procedures and implementation, including evaluations and/or assessments
    • Familiarity with PEPFAR M&E policies and practices including evaluation policies, results frameworks, and performance monitoring plans
  • Familiarity with USAID health and nutrition programs/projects, particularly in the area of Food Fortification
  • Ability to analyze qualitative and quantitative data, which will be primarily descriptive statistics and cross-tabulations
    • Strong data interpretation and presentation skills
    • Strong knowledge, skills, and experience in qualitative and quantitative analytic tools/software and data management
  • Experience implementing and coordinating with others to implement surveys, key informant interviews, focus groups, observations, and other evaluation and assessment methods that assure the reliability and validity of data
  • Demonstrated experience using qualitative evaluation methodologies, and triangulating with quantitative data
    • Conducting secondary analysis of existing quantitative datasets
    • Ability to review, interpret, and reanalyze, as needed, existing data pertinent to the evaluation
  • Strong gender and social analytical skills
  • Proven leadership and organizational skills to successfully support the Team Leader
  • Proficiency in written and spoken English and French (Kreyòl is highly desirable)
    • Good writing skills, including experience writing evaluation and/or assessment reports
