Position Description
EnCompass LLC seeks Evaluation & Research Lead candidates for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) program in El Salvador. The anticipated USAID/El Salvador MEL Activity will provide MEL and knowledge management support services to USAID operating units in the Central America region, including USAID/El Salvador; the USAID/Central America and Mexico regional Mission; regional bilateral Missions in Guatemala, Nicaragua, Honduras, and Mexico; and USAID/Washington-based bureaus and offices operating in Central America.
The Evaluation & Research Lead should possess expertise designing and executing quantitative and qualitative data collection, research, and analytical methods to support design and implementation of studies, ideally in complex environments.
The position will be full-time and based in San Salvador, with travel throughout the country and region. Citizens of El Salvador are encouraged to apply.
Position Duties and Responsibilities
Essential functions:
- Identify short-term consultants to assemble the different studies teams according to the individuals SOWs
- Coordinate the logistics for the studies
- Work with the studies team to design the qualitative and quantitative tools and estimate samples
- Integrate gender and social inclusion in the studies
- Ensure that the evaluations meet the requirements established in the Evaluation Policy.
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
- Other duties as assigned

Qualifications
Academic Qualifications
- Master’s degree in international development, statistics, business administration, economics, social science, or political sciences preferred
Experience and Skills
- A minimum of ten (10) years professional-level experience in designing and coordinating evaluations, assessments, and other types of studies.
- At least five (5) years of work experience in Central (preferred) or Latin America
- Demonstrated experience evaluating programs across a number of sectors ( preference with USAID projects)
- Expertise in qualitative and quantitative methods for research design
- Familiarity with USAID’s objectives, approaches, and operations, particularly as they relate to the Evaluation Policy is required.
- Ability to manage a team implementing several evaluations and research studies at once
- Strong communication, supervision, and management skills preferred
- Spanish and English fluent proficiency required ( writing, reading, speaking)
