What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

Evaluation Officer supports the implementation of the Evaluation Strategy through introducing, maintaining and evolving systems and processes for knowledge management and capability strengthening.

Main duties and responsibilities

  • Leads on the qualitative and financial information management requirements of the Evaluation Office and ensures that data and monitoring information is regularly updated;
  • Leads on the management and administration of the evaluation quality assurance system;
  • Identifies evaluation knowledge management needs of the organization and supports the development of systems and tools to communicate information, resources and guidance internally;
  • Assists the Head of Evaluation Office and Evaluation Officers with methodological and thematic research and development;
  • Supports the development, documentation and communication of the evaluation project pipeline;
  • Supports the project management of strategic evaluations at all stages of the process;
  • Supports the delivery of capability and capacity strengthening activities of the Evaluation Office;
  • Supports the dissemination of the ICRC evaluation guidelines;
  • Supports the administration of Evaluation Office procurement and framework agreements;
  • In close coordination with the Head of Evaluation Office, communicates the work of the Evaluation Office to key internal and external stakeholders.

  • The scope of the role is focused on the effectiveness and efficiency of the Evaluation Office as it works cross-organizationally to increase the evidence base for learning and decision making.
  • The role’s impact will contribute to the usefulness and accessibility of evaluation knowledge and expertise for colleagues across the ICRC.

Relationships

  • Internally, interacts with internal stakeholders who commission or manage evaluations such as Programme and Project Managers, Performance & Accountability Advisers, Data and Analytics Officers, Internal Reporting Officers, and heads of units.
  • Externally, interacts with consultants – both external evaluators and evaluation expert panel members.

Education required

  • Advanced university degree (Master’s degree or equivalent) in evaluation, programme management, humanitarian response, IHL, human rights, social sciences or statistics is required;
  • Fluent in English and French;
  • Computer proficiency.

Experience Required

  • Typically 3-5 years overall professional experience;
  • Minimum of 3 years of professional experience in programme, project, and/or evaluation management is required;
  • Experience of evaluation in humanitarian settings is desired;
  • Experience in developing evaluation project pipelines and stakeholder management is required;
  • Experience of research, analysing, managing and presenting data is required;
  • Experience in international organizations and in managing evaluations and other processes related to the ICRC’s mandated areas of work is desirable.
