Evaluation purpose and objectives:

The main purpose of this evaluation is to assess the success of the HCPD project in terms of its relevance, effectiveness, efficiency, and sustainability against the project outcome – CSOs have improved capacity to deliver quality health partnership programmes. The evaluation will also demonstrate to what extent the project has contributed towards its goal: “Improved resilience of small international-focussed CSOs in the UK to deliver their strategic objectives”.

Evaluation approach and methods

This is a process and summative evaluation (assessing the design and implementation), and we are open to consider different approaches that best capture the results and lessons learnt from the project within the given timeframe.

The evaluation approach is expected to use four of the OECD-DAC Criteria Quality Standards for Development Evaluation: Relevance, Effectiveness, Efficiency and Sustainability, and THET’s Gender Equality and Social Inclusion (GESI) through which to interview stakeholders as detailed below. This is not an exhaustive list and is to be discussed with the THET team:

  1. Results: Evaluate the extent to which the HPCD objectives were achieved by measuring performance against each logframe indicator under each outcome area. Analyse key factors that, positively or negatively, were critical for obtaining these results, including:
    1. What barriers are there to the adoption of new knowledge and practices?
  2. Processes: Evaluate the effectiveness and efficiency of the organisational set‐up for implementing the capacity building / training, e.g., tools and systems used in the delivery and monitoring of the programme and to what extent these contributed to delivery of the project outcomes, including:
    1. Assess the relevance and effectiveness of the use of THET’s Principles of Partnership for CSOs in different contexts
    2. What are the most effective interventions for CSOs to build capacity, e.g., useful, accessible, content, type/level for content, mode of delivery?
  3. Sustainability: Assess the level of sustainability and how the project has been received and learning been used by CSOs particularly with regard to resource mobilization and identify critical areas that may affect sustainability, e.g.: size of CSO, political/economic/social/technological country context.
  4. Recommendations: Provide recommendations on future project design including how to ensure planning, management, monitoring and evaluation frameworks can be more effective.

We expect the evaluation to include a desk review of project documentation (e.g., monitoring data and reports); the results of three CSO surveys (conducted in December 2021, June 2022 and to be conducted in November 2022); a range of virtual interviews with relevant THET staff for programmatic evaluation; and interviews with a sample of CSOs to ascertain the impact of the programme on their working practices.

Key Responsibilities:

The selected consultant will:

• Outline their evaluation approach, including list of stakeholders for interview for review, feedback and approval by THET • Draft a report for review and feedback by THET • Submit a comprehensive report on the findings, for review and feedback by THET • Finalise the report based on THET feedback • Present key report findings to THET through one of THET’s programme talks

Support from THET:

THET will support the evaluation by:

  • Briefing the consultant and providing project documents
  • Reviewing and approving the final evaluation approach
  • Briefing stakeholders about the purpose of the evaluation and facilitate the consultant’s contact with them

The consultant will have access to designated THET staff for support and for any interviews. They will be accountable to the Head of Programmes with oversight from the Monitoring, Evaluation and Learning Coordinator.

Time schedule for deliverables

This consultancy is expected to start with a desk review and any THET interviews to take place in early November 2022 and CSO interviews in mid to late November with a first draft report to be submitted by mid-December and a final report by mid-January.

  • Inception report detailing evaluation approach and phased work plan (by early November)
  • Draft Evaluation Report (by mid December 2022)
  • Final Evaluation report (by mid-January 2023)

Evaluation consultant(s)qualifications

Required Education Skills and Experience

  • 5+ years’ evaluation experience in the development sector.
  • Proven experience of applying the OECD-DAC Criteria in project evaluations.
  • Good knowledge and understanding of UK Aid reporting requirements
  • Excellent spoken, written and communication English language skills.
  • Good leadership, communication, and facilitation skills
  • Good knowledge of capacity building methodologies
  • Good interviewing skills and have the means to conduct virtual interviews (i.e., appropriate internet connection, software such as Zoom, laptop with webcam).
  • Report writing and presentation skills

Budget and other assumptions

  • This consultancy will be remote/home-based with interviews taking place over online communication platforms (Zoom, Teams, Skype).
  • Budget not exceeding £3700.
