Hiring a consultancy firm/ individual consultant to conduct An Evaluation of Shelter and Settlements Program &
Documentation of Lesson Learnt and Best Practices including Case Studies in Cox Bazaar, Bangladesh from the
Population Movement Operation carried out by BDRCS and IFRC.

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian
organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or
political opinions. The Secretariat consists of a head office in Geneva.

IFRC Bangladesh Country Delegations’ mission is to support the Bangladesh Red Crescent Society (BDRCS) in
fulfilling their mandate in close cooperation with Red Cross and Red Crescent Movement partners as well as
other relevant organizations, to coordinate and direct international assistance as required and to provide
representation to international and regional organizations as appropriate.

Bangladesh Red Crescent Society, as an auxiliary to the government and guided by the Fundamental Principles,
is one of the leading humanitarian organizations in the country. BDRCS has branches and activities that cover
the entire country, including Cox’s Bazar.

October to December 2016, a large number of displaced people from Rakhine State, Myanmar cross the border
into Cox’s Bazar, Bangladesh, following an outbreak of violence. As of 01 January 2022, approximately 918,841
Rohingya refugees/FDMNs are registered in Bangladesh as part of the Government-UNHCR joint registration
exercise, residing in thirty-three extremely congested camps formally designated by the Government of
Bangladesh in Ukhiya and Teknaf Upazilas of the Cox’s Bazar District, as well as on the island of Bhasan Char.
BDRCS and its partners have supported more than 259,771 households with shelter and settlement assistance
both for Rohingya refugees/FDMNs and host communities since 2017. These types of assistance range from
emergency shelters, HHIs, transitional shelters, site improvement and community infrastructures. Currently, in
consultation with partners and the community, the sector is working on providing more durable and
environment-friendly shelter and settlement solutions to improve the living conditions for both displaced and
host communities.

As needs evolve, the sector takes into consideration the use of cash and voucher assistance with the aim to
empower and build the capacity of household beneficiaries and provide some degree of freedom to choose their
preferred household items. Also, continuous efforts are in place to strengthen the coordination and promote
complementarity with focal agencies for shelter in respective camps and host communities.

The objective of this consultancy is to evaluate work of shelter and settlements program and document lessons
learnt and emerging good practices under the Population Movement Operation that started in Cox Bazaar in
2017. The purpose of the study will support to answer the following questions:

Objective 01. To analyze the various shelter options undertaken till date, in order to develop a range of
recommendations for future programming, to reinforce predictability of BDRCS and IFRC shelter and settlements
response.

Objective 02. To record key lessons learned and recommendations for the CXB Operation, to feed Red Cross Red
Crescent global shelter programming and preparedness in response to large scale disaster in conflict and
displacement settings.

Objective 03. To review the internal and external coordination, planning and implementation mechanisms of
Red Cross Red Crescent Shelter Program in Bangladesh in order to develop a range of recommendations for
future shelter Red Cross Red Crescent responses similar contexts. It aims to support BDRCS and IFRC to identify
key lessons learned and best practices for shelter options and strategies to be targeted for response to eventual
new disasters in Bangladesh, and at global level for major future disasters in similar settings of protracted
displacement, to optimize predictability, contingency planning, future response mechanisms and shelter
support delivered to affected population. It is anticipated that the capitalization process will provide insight into

the extent to which the project has successfully met the following criteria: · adherence to Fundamental Principles
and Code of Conduct, · relevance and appropriateness · efficiency · effectiveness · coverage · impact · coherence
· sustainability and connectedness.

The consultant is also expected to document four case studies of implementation of the shelter and settlements
program (refugees and host communities) who have been supported through the operation. This
documentation is intended to contribute to the collecting of lessons learned from the Cox Bazaar operation, and
document information that will inform future decision-making for the operation, but also for the wider
Movement.

Specific Product Deliverables

With the guidance from the Shelter and Settlements program team, it is expected that the consultant will
provide the corresponding deliverables in accordance with the objectives.

• An Inception report outlining the consultant’s understanding of the ToR, methodology, tools (interview
questionnaires and KII guide), ethical considerations and workplan. This is to be submitted 5 days after
signing of the contract.
• Documentation of the shelter and settlements program since the start of the Population Movement
Operation in 2017
• Lesson Learnt, best practices and recommendations
Report:
• A final report with executive summary and not exceeding 25 pages of narrative report in addition to
annexures.
• Compiled documentation of shelter and settlement program under PMO
• Final Lessons Learnt report, including key messages and recommendations for next steps, and potential
activities to improve shelter and settlements programming.
The report will include (not limited):
• Analysis of all shelter program options with identification of key lessons learned and best practices
• Recommendations that must inform the 3 objectives of the process.
• Recommendations to be considered for informing future shelter programs in CXB
• 4 case studies of implementation detailing their journey before receiving the shelter assistance, the
challenges and successes that they have experienced and how the PMO has supported them to meet
their shelter and settlements needs.

How to apply

Timeframe

The consultancy is expected to be undertaken from October to November 2022, with exact dates to be
confirmed with the consultant. Date for the lesson learnt workshop will be decided with the consultant and
program team. All expenses related to the workshop, such as food and venue will be covered by IFRC.
The assignment is expected to be carried out in 45 consultancy days. The consultant is expected to travel to the
project locations in the field (camps and host) and collect all relevant materials and content as needed for the
assignment, subject to COVID-19 regulations or access restrictions as required by the Government of Bangladesh
(GoB).
