The overall purpose of the evaluation is to assess the relevance, effectiveness, efficiency, and impact of the NRC South Sudan Education programme to enhance accountability and learning within our Education Core Competency (CC). The evaluation covers three strategic response areas of NRCs Education programme: i) Non-formal education (NFE) ii) Support to formal education (FE) and iii) Youth education and training (YET) implemented over the past 3 years (2020 – 2022) to determine if they have achieved their intended outputs and outcomes, clearly explaining why or why not through an integrated analysis of the entire result chain (inputs, activities, outputs and outcomes) and contextual factors. The evaluation will provide information that is evidence-based, credible and useful. Lessons learnt will be incorporated into future programme design and strategic decision-making processes.

The results will inform current and future programme direction:

  • Identifying gaps that need to be addressed, refined or re-designed.
  • Identifying areas of strength that can be built upon or shared more broadly externally and within the organization, regionally and globally for scale up.
  • Identifying areas of weakness that need to be addressed/considered, including areas that need further advocacy and fundraising support.

The evaluation will allow us to take stock of our education programming approaches, judge where we are acting in line with Country Office (CO) and Head Office (HO) strategies/policies, and minimum standards, as well as identify areas for improvement or areas where there may be scope to increase the relevancy, quality and appropriateness of our programme approach (both in terms of programme strategies as well as in terms of ways of working/ processes in current programmes).

NRC seeks expressions of interest from consultant(s) with the following skills/qualifications:

Requirements:

  • An advanced degree in Education, Social Science, Development Studies, Economics, or related field
  • 8+ years of experience in designing and implementing evaluations the Education sector especially in humanitarian contexts
  • Extensive experience in quantitative research and data analysis using various statistical software
  • Expertise in facilitating participatory research and qualitative data collection and analysis using rigorous techniques
  • Knowledge of the INEE minimum standards and other relevant Education frameworks and standards
  • Proven ability to work with community and government stakeholders in conflict and post-conflict environments.
  • Proven consultancy and/or work experience with NGOs or UN Agencies.
  • Good knowledge of Education in Emergencies programming.
  • Excellent writing and presentation skills
  • Excellent team working and communication skills, flexibility, and good organisation skills
  • Fluency in written and spoken English

Highly desirable:

  • Good understanding of the South Sudan context and familiarity with the education sector in South Sudan
  • Proven experience in conducting Education evaluations, particularly utilisation and learning-focused evaluations
  • Experience and knowledge in ethically conducting research with and for children
  • Experience or familiarity with the delivery of Education programmes in crisis contexts.
  • Complementary experience in child protection and MHPSS, as well as experience with adolescents or youth is desirable.
  • Prior experience working in South Sudan and/or East Africa.
