Proposal Objective:

SI is pursuing a five-month contract to evaluate four USAID/South Africa-funded projects. These evaluations will help Power Africa meet Agency requirements, make improved informed strategic and management decisions around program implementation, and advance Agency learning. The projects that will be evaluated are:

  • USAID East Africa Energy Program (EAEP)
  • USAID Nigeria Power Sector Program (NPSP)
  • USAID Power Africa Off-Grid Project (PAOP)
  • USAID West Africa Energy Program (WAEP)

Position Description: SI is seeking four consultants to serve as Evaluation Specialists, respectively on each of the four evaluations. The Evaluation Specialists will support the evaluation design development, tool and methods selection, remote data collection activities, and written report.

SI will conduct all four evaluations remotely and no travel to the programs’ place of performance is required.

The consultancies will be a set number of days over the five-month period of performance.

Responsibilities:

  • Support in the evaluation design, tools and methods development, and analysis of evaluation data.
  • Participate in remote data collection activities.
  • Contribute to the evaluation report, findings, and analysis.

Qualifications:

  • Minimum of a Master’s degree in a relevant subject area.
  • At least eight years of experience conducting or supporting evaluations and/or assessments of programming. Experience evaluating energy sector programs and projects preferred.
  • Experience supporting or leading evaluations of projects funded by USAID.
  • Knowledge and understanding of evaluation methods preferred.
  • Excellent oral and written communication skills are required.
  • Fluent in oral and written English; proficiency in local languages appropriate to the region/country of the project is an advantage.
  • Research experience is required. Focus on energy sector in Sub Saharan Africa preferred.
  • Experience in specific regions/countries in Africa associated with the respective project is an advantage.
