We are seeking to identify qualified assessment and evaluation consultants who can join our team for specific, short-term assignments in Angola and Mozambique. We are looking for the following general experience:

  • evaluator (minimum of five years’ experience) in both quantitative and qualitative approaches and methodologies;
  • participatory approaches for survey design, interviews and facilitation;
  • ability to take detailed and accurate notes from meetings (Portuguese/English);
  • experience with household surveys and managing teams of enumerators/data collection;
  • ability to capture information and present this as best practices, lessons learned and actionable recommendations; and
  • analysis of data sets against OECD-DAC evaluation criteria in addition to the Core Humanitarian Standard (CHS) and Sphere.

Key sectors in which we might expect to work include:

  • agricultural experience and especially climate smart agriculture approaches and applications;
  • food security and livelihood;
  • water management, in particular, in drylands and for agriculture/WASH/health purposes;
  • environmental management – baseline assessments, mid-term and end-line evaluations;
  • ecosystem-based approaches to risk aversion and management;
  • disaster risk reduction and climate change adaptation;
  • resilience building;
  • livelihood development and skills diversification (including cash/voucher assistance);

All of our work is conducted with poor, vulnerable and at-risk communities, many of which have been affected by conflict or disasters. This means that our consultants must themselves be willing to sometimes work in harsh and unpredictable conditions.

Interested candidates need to show the following:

  • at least five years proven assessment and/or evaluation experience in at least one of the above fields of activity, with an emphasis on participatory engagement with households and communities;
  • knowledge of innovative and creative approaches to participatory approaches for community engagement and consultation – including on a remote/hybrid basis;
  • proven ability to develop appropriate – and innovative – assessment and evaluation approaches for specific assignments linked with the above activities;
  • commitment to upholding and respecting recognised international humanitarian operating principles;
  • ability to work independently as an evaluation team leader, and as a part of a team;
  • prepared to take initiatives, be innovative and prioritise work;
  • flexibility and ability to work under pressure and meet deadlines; and
  • fluency in Portuguese and very good English – spoken and written.

Additional qualifications which would be considered an asset relate to:

  • experience with designing community-based approaches to assessments and evaluations;
  • experience with quantitative data collection and analysis using online digital platforms such as KoBo or Magpi;
  • gender, protection and inclusion;
  • localisation of humanitarian actions; and
  • training and capacity building, including the development and delivery of training materials on, e.g., disaster risk reduction or urban resilience.
