Proposal Objective:
SI is preparing a proposal for the five-year USAID Learning for Development (L4Dev)-Monitoring, Evaluation, and Learning (MEL) project. The contract aims to support the Mission to improve USAID/Nepal’s performance and development results by providing technical and advisory services in planning, designing, conducting, and learning from monitoring and evaluation of the Mission’s strategies, projects and activities.
Position Description:
SI is seeking a full-time Evaluation Advisor to lead and guide evaluations, studies, and assessments under Objective 2. This is a full-time position for the duration of the five-year project, and is anticipated to be based in Kathmandu, contingent upon contract award.

Responsibilities:

Serve as lead for Objective 2, providing overall leadership of evaluations, assessments, and studies.

Supervise evaluation and data analysis staff.

Provide quality assurance for evaluations, studies, and assessments.

Participate on evaluation teams, design evaluations and assessments.

Conduct activities to build Mission and IP capacity in evaluation.

Guide efforts to improve USAID/Nepal’s evaluations and evaluative processes, with the aim of making the Mission a leader in evaluation processes and evaluation information use.

Assist Mission Management in using information for decision-making and resource allocation.
Qualifications:

Advanced degree in development, evaluation, economics, or related degree.

Minimum of 8 years of experience leading and participating in surveys, assessments, and/or evaluations, including in the international development context.

Excellent qualitative and quantitative data analysis skills, including command in a qualitative data software program (Dedoose, NVivo, AtlasTi, etc.), and command of sampling methodologies, statistics, and software such as SPSS, STATA, R.

Demonstrated experience in evaluation design and methodologies.

Experience drafting and finalizing evaluation reports.

Experience leading training and building capacity in M&E.

Experience presenting evaluation and assessment findings in a utilization-focused and visually appealing way.

Proficiency in written and spoken English and Nepali.

Experience evaluating USAID or USG programming preferred.
