Background

The ECAR Desk Junior Officer is overseeing all iMMAP Operations and Business Development activities across ECAR. He/She is in charge of providing support to the country office for their program management as well as for the development of new opportunities. It is also in charge of liaising with donors, international organizations and other partners to develop our network and potentially open new projects in new countries. Finally, He/She is in charge of ensuring the quality and monitoring of the programs developed in the countries.

The “ECAR Desk Junior Officer ” will provide support to both ECAR Desk, Operations and Knowledge Management teams on specific activities detailed below.

Description of Duties

Project Management

  • Contribute to the review of reports to donors and ensure conformity with donor’s guidelines.
  • Ensure an M&E framework is in place for all programmes and ensure follow up and monitoring of KPI for all projects developed in ECAR.
  • Conduct missions in countries for project monitoring purposes.
  • Make sure the process is followed to coordinate the preparation of reports and proposals: proposal review form, go/no go, checklists, etc.
  • Support the tracking of opportunities including but not limited to Government US federal government, European institutions, UN Agencies, international NGOs and Banks of development.
  • Support the ECAR Desk Coordinator and Head of offices in writing of project concept paper, proposal and budget for iMMAP.
  • Ensure a close monitoring and capitalization of opportunities and projects in ECAR.

Compliance and Operations

  • Management of Granthub for ECAR countries.
  • Preparation and dissemination of compliance checklist for ECAR projects.
  • Ensure timely submission of reports in coordination with Country Offices.
  • Ensure asset management policy is applied for all projects in ECAR (briefing of country teams, refresher training/lessons learnt, spot checks, follow up asset register, preparation of donor reporting for assets)
  • Ensure reception and archiving of all consultants monthly reports approved by the supervisor
  • Support the Operations HQ team with additional tasks as needed

Staff Management

  • Contribute and participate to interview and recruitment processes of program staff.
  • Ensure that staff receive appropriate and adequate briefing.

Communication

  • Be the focal point at the ECAR Desk for all communication activities around implemented projects
  • Support with the preparation of the ECAR Newsletter;
  • Review all project snapshot and communication products.
  • Support project teams and countries in implementing communication strategies in line with donor guidelines and requirements.

Representation

  • Support the registration processes of iMMAP in requested countries.
  • Assist iMMAP ECAR Desk Coordinator with forward strategic planning, monitoring and evaluation.
  • Other relevant duties as assigned by the ECAR Desk Coordinator

Organizational development

  • Under the guidance of the Operations team, support in the development of an operational handbook for the organization.

Knowledge Management team:

  • Support the capitalization of all methodological documents that have been created through project implementations
  • Ensure the capitalization of all projects in one pagers for tender purposes
  • Provide other support to the Knowledge Management team as required

Requirements

Education

  • Bachelors or master’s degree in international development studies preferred but not required;

Experience

  • Minimum of 2 years’ experience in programme management required; or equivalent combination of education and experience.
  • At least2 years of work experience in similar management and/or advisor functions in international humanitarian or development aid.
  • Demonstrated experience and knowledge in establishing systems and overseeing programme start-up under limited time constraints as well as plan programme close-out.
  • Knowledge of basic programme development skills such as quantitative and qualitative monitoring and evaluation.
  • Knowledge of national and regional dynamics of migration and actors, and an understanding of the functioning and policy-making dynamics of these actors;
  • Proven and well-developed influencing and relationship-building skills in dealing with stakeholders at all levels.
  • Demonstrable highly developed written and oral communication skills.
  • Grant management experience with knowledge of the grant submission processes of major humanitarian and development donors such but not limited to the IOM, USAID, OFDA, PRM.
  • Experience in data collection and population monitoring.

Soft skills

  • Strong analytical skills, and apt at turning abstract discussions into concrete ideas.
  • Technical writing skills including developing proposals and reports.
  • Ability to develop and carry out work plans and solve problems independently.
  • Ability to perform well on tight deadlines, flexible attitude..
  • Ability to work based on objectives.

Softwares

  • Knowledge of computer applications, in particular proficiency required in MS Office.and Google Suites.
  • Knowledge and experience working with Kobo Toolbox is an advantage.
