POSITION SUMMARY:

HIAS Europe is seeking an EU Partnerships Manager to join its small, yet growing and dynamic team based in Brussels, Belgium. The position is managed by the Director, HIAS Europe, but also works in close cooperation with Institutional Development and other fundraising colleagues in the U.S. The EU Partnerships Manager will also collaborate closely with the regional and technical teams, as well as Emergency Response colleagues, both in the U.S. and select Country Offices.

The incumbent will help strategically shape and implement a European development strategy. The EU Partnerships Manager will initially focus on partnerships with European institutions and bilateral humanitarian and international development donors. They may also be engaged in the development of partnerships with foundations and private fundraising campaigns to support HIAS’ Emergency Response programs. The EU Partnerships Manager will develop and maintain strong relationships and engagement with major European funders such as the European Commission, bilateral donors (Germany, Belgium, etc.) and possibly corporate/private funders. Successful candidates must have a proven track record in securing and administering funding from European institutional donors for a range of development, recovery and emergency contexts.

ESSENTIAL FUNCTIONS:

  • Develop a fundraising and engagement strategy with a focus on European institutional donors.
  • Guides specific European funding opportunities through internal HIAS go/no-go decision-making processes, in close coordination with Institutional Development.
  • Manages the development of new applications to secure funding from new donors; drafts and coordinates letters of interest, concept notes and proposals.
  • Manages internal HIAS coordination for all proposals submitted under ECHO Humanitarian Implementation Plans (HIPs).
  • Works with regional and Emergency Response teams to position HIAS for programs in new countries of strategic relevance to the EU and select Member States, with a focus on Africa.
  • Ensures all projects implemented by COs are compliant with European donor guidelines and regulations, as well as HIAS Europe’s rules and regulations.
  • Provides advice and support to Country Office colleagues on donor expectations, requirements and compliance throughout the project cycle.
  • Collaborates closely with Global Public Affairs and Institutional Development to coordinate global efforts.
  • Implements standards, tools and templates to effectively manage partnerships and business development within HIAS Europe.
  • Engages strategically with European Institutions and bilateral donors, including regular attendance in meetings and events, collecting inputs from various stakeholders and drafting briefing notes on strategic issues.
  • Maintains relationships and engagement with relevant international and regional NGOs to facilitate partnerships needed for program development opportunities in emergency, recovery and protection settings.
  • In close collaboration with HIAS Europe’s Communications & Advocacy Officer, build HIAS’ brand in Europe by showcasing HIAS’ capabilities and developing information materials for EU donors.

QUALIFICATIONS & REQUIREMENTS:

  • Graduate degree in a relevant field, such as International Development, International Relations or Communications.
  • 4-6 years of relevant work experience in an international setting, ideally in an international (humanitarian) NGO.
  • Previous experience in administering ECHO, German Federal Foreign Office and/or Belgian Ministry of Foreign Affairs funds.
  • Proven experience driving business development efforts and developing proposals for European donors, as well as a successful track record of securing funding from these donors.
  • Experience with corporate/private funders is a plus.
  • Experience with emergency fundraising campaigns for disaster relief would be highly valued.
  • Meticulous editing skills.
  • A flexible, creative and collaborative working style.
  • English fluency required; French, Spanish and/or German fluency preferred.
  • Ability to work in a team and independently, take initiative, prioritize competing tasks and meet deadlines in a fast-paced environment.
  • Ability to travel, once allowed.
