Context:

The Ethics and Conduct Unit (ECO) promotes a robust ethical culture at IOM based on the Organization’s shared core values. ECO works to promote and uphold the Organization’s values, including the highest standards of conduct and professionalism, in line with IOM’s Standards of Conduct and related policies. ECO provides impartial advice and counsel to the Organization and all IOM personnel about ethical issues and the Standards of Conduct.

ECO is a formal, independent office, responsible for advising staff and non-staff members about conflicts of interest, outside activities, close relatives, and gifts. Through training and outreach, ECO promotes ethical awareness and behaviour and strives to help IOM personnel understand their responsibilities working for IOM and to put the Organization’s shared values into practice.

Accountability is one of the key features of professionalism at IOM and all IOM personnel have a duty to report any breach of the Organization’s rules and regulations. IOM is committed to protecting staff members from retaliation.

Under the direct supervision of the Head, Office of Ethics and Conduct, and working closely with the other Ethics and Integrity Officer, the Ethics and Integrity Officer will assist in specified ongoing tasks.

Core Functions / Responsibilities:

  1. Provide assessment on matters related to conflicts of interest, such as outside activities, gifts, close relatives and other, in line with the IOM Standards of Conduct.
  2. Review and maintain the database of all the declaration of relatives forms assessed under the scope of IOM’s relative policies.
  3. Keep data up to date by maintaining, monitoring usage, and providing reports on ECO’s case management and tracking databases.
  4. Provide training on IOM Standards of Conduct to IOM personnel about ethical awareness and behavior in the organization.
  5. Implement the Yearly Declaration of Interest process by identifying relevant staff, monitoring the forms received by the correspondent IOM staff, and ensuring the timely and effective assessment of all the forms submitted.
  6. Conduct research on topics related to Ethics and conduct unit’s mandate and responsibilities as well as legal research and analysis on retaliation cases, as directed.
  7. Assist in drafting and updating ECO-related documents, policies and procedures.
  8. Ensure that the ECO intranet page is updated with all the relevant material.
  9. Perform other duties as may be requested.

Required Qualifications and Experience:

Education

  • Master’s degree in Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with at least four years of relevant professional experience.

Experience

  • Experience with or knowledge of UN or NGO-type organizations;
  • Proven experience in drafting reports and internal and external documents;
  • Experience of working in sensitive environments and with confidential information and processes; and,
  • Practical experience in multi-tasking, prioritize and work independently.

Skills

  • Excellent computer literacy, especially database tools;
  • Good analytical and drafting skills; resourcefulness, initiative;
  • Strong organizational skills;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
  • Proven ability to produce quality work accurately and concisely according to set deadlines in accordance with instructions and guidelines.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish or French is required (oral and written). Working knowledge of the other IOM official language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
