ROLE PURPOSE:

The ERRM Programme Manager oversees all of Save the Children’s programme implementation within the Emergency Rapid Response Mechanism across Sudan. The postholder will ensure that timely, integrated and quality emergency responses are developed and launched to sudden-onset emergencies, liaising across all internal functions and with a variety of external stakeholders. ERRM response triggers in Sudan are likely to include conflict and conflict-induced displacement, floods, and disease outbreaks.

The ERRM Programme Manager will liaise between departments across Field Offices and Country Office to ensure timely, comprehensive needs assessments are conducted; and that financial and human resources are appropriately budgeted and mobilised to implement responses which meet urgent humanitarian needs, continuously maintaining the highest standards of technical quality, safeguarding, accountability to affected populations, and conflict sensitivity. The postholder will often be required to deploy to set up and directly coordinate needs assessment and response, and the postholder will ensure appropriate transition/exit strategies are in place. To this end, the ERRM Programme Manager is expected to coordinate closely with other humanitarian actors, including consortia partners, and through interagency humanitarian coordination mechanisms; as well as maintain effective relations with state and non-state actors that facilitate humanitarian access and support response.

Furthermore, the postholder is expected to track and manage the overall programme budget; resolve gaps, concerns and challenges; identify and support the Humanitarian Director in following up on opportunities to strengthen humanitarian response.

This is a demanding role in a complex environment. It requires an experienced and highly motivated individual with outstanding multi-tasking and interpersonal skills. The postholder must have extensive demonstrated experience of operating in challenging and hostile environments.

KEY AREAS OF ACCOUNTABILITY:

ERRM Management:

  • Leads coordination of multi-functional and multi-sectoral teams across multiple field offices and Country Office to ensure the timely, efficient and effective delivery of high quality ERRM interventions, initiated within 10-14 days and fully implemented within 90 days of alert.
  • Takes an active role within the Consortium Coordination Unit (CCU), working with partners to strengthen overall response capacity and harmonisation of responses. Maintains regular engagement with Consortium Coordinator on all issues impacting implementation capacity and contribute towards a practice of joint project planning and reviewing with consortium partners.
  • In coordination with relevant colleagues and consortia partners, supports the development, review and adoption of common or harmonised templates, tools and systems for use within the ERRM including in relation to alert, needs assessment, beneficiary registration, MEAL, reporting, and data management/storage.
  • Ensure that activities are appropriately planned and resourced, with work plans, procurement plans, and phased budgets in place for each project location and progress is systematically monitored on a monthly basis against targets for both budgets and programmatic targets and issues are flagged for support in a timely fashion.
  • Supports the establishment and strengthening of alert networks and early warning systems, and appropriate alignment to other systems operating in Sudan. Maintains strong awareness of current humanitarian context across Sudan.
  • Coordinates security and rapid needs assessments following emergency events, ensuring prompt preparation of alerts and reports, preparing internal budgets for specific responses, and advocating for required support. Supports go/no go decision-making processes.
  • Through close coordination with sub-national coordinators and colleagues across all departments, ensures the timely development of appropriate workplans, phased budgets, MEAL and procurement plans etc. Follows up with teams to ensure implementation according to the plan, and guides teams to appropriately respond to any challenges affecting timely or relevant implementation.
  • Proactively tracks and follows up on fund utilisation of programme budgets. Projects, analyses, and reviews funding surpluses, gaps, underspending and overspends if any, and ensure that appropriate mechanisms/ strategies are in place to manage funding.
  • Supports recruitment and rapid deployment of ERRM team members, and liaises with HR to ensure safe yet timely recruitment procedures for additional staff, secondments and volunteers. Liaises with the Emergency Health Team to mobilise health personnel. Supports initiatives to further improve human resource capacity in responses, through internal deployments, development and maintenance of rosters, and strengthening of roving ERRM teams.
  • Ensures timely inductions and training are provided to all staff, partners and volunteers, most especially in relation to safeguarding and PSEA, to ensure safe programming is implemented, and concerns immediately reported.
  • Ensures appropriate prepositioning of stock for ERRM across the country. Coordinates with Supply Chain colleagues to ensure rapid procurement of goods, works and services in emergencies.
  • Ensures all programming is implemented in ways that are responsive to children and their communities; adapted based on changes in context and/or need, gender and conflict-sensitive. Establishes systems that ensure appropriate complaints, feedback and response mechanisms are in place and functional within all intervention locations.
  • Actively engages and participates in sectoral meetings with local and federal government officials, donors, UN and other NGOs to ensure humanitarian access and coordinate timely assessment and response. Strengthens the capacity of team members to fulfil this role.
  • Ensures appropriate MEAL activities are undertaken, and champions the integration of learning into improved ongoing programme implementation.
  • Develops transition/exit plans for responses to ensure ongoing appropriate support is provided to communities through longer-term programming through the sectors and bilaterally with other actors.
  • Provide regular status updates on responses across the country and respond to internal queries to support effective internal reporting and analysis, and media, communications and advocacy work.
  • Provides inputs for high quality and timely internal programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements, and supports with coorindation and review of inputs from field teams.
  • Deploys as necessary across Sudan to support establishment of emergency response programming in new implementation areas, including as necessary identification and establishment of offices/warehouses, recruitment of staff, implementation of administrative procedures, and acting as safety and security focal point.
  • Upon request, supports other emergency response interventions, outside of the specific scope of the ERRM programme. Maintains strong coordination with colleagues in Humanitarian Team to facilitate response beyond the specific scope of the ERRM programme.
  • Support local partners in identifying opportunities for improving the quality and scope of the programme. Ensures that all local partners participate within coordination and technical working group meetings, and other relevant fora.
  • Humanitarian Response Planning and Emergency Preparedness:
  • Contributes to the development of the Emergency Preparedness Plan and specific risk Contingency Plans, and supports follow up on the actions within the Preparedness Action Plan (including Minimum and Advanced Preparedness Actions), across all departments, to improve readiness across Save the Children Sudan.
  • Actively establishes and maintains relationships / networks with NNGOs and INGOs, to improve readiness to respond in partnership and/or consortia.
  • Supports capacity strengthening of staff and other stakeholders in humanitarian response, including leading training and providing on-the-job support.
  • Identify gaps / needs in resourcing for humanitarian response, beyond specific projects, and support Humanitarian Director to advocate / fundraise to meet these.
  • Contribute to the country strategic planning and support the Humanitarian Director with the development of the annual Humanitarian Response Plan.
  • Representation:
  • Acts as the focal point for Save the Children within the ERRM Consortium.
  • Engages externally with all actors through sectors and other coordination fora at national and local level to share information on humanitarian needs and response. Contributes to interagency planning, assessment and reporting. Shares key information internally.
  • Engages externally with sector coordinators and donors to release Gifts in Kind and other support for humanitarian response.
  • Actively establishes effective working relationships and partnerships with local government, NNGOs and local CBOs.
  • Child Safeguarding:
  • Acts as an ambassador for child safeguarding in both professional and personal life.
  • Keeps children we work with safe from deliberate harm/risk or inadvertent harm/risk.
  • Behaves towards children in a way, which reflects the Code of Conduct and Child Safeguarding Policy.

QUALIFICATIONS

  • Bachelor’s degree in relevant field (e.g. political science, social sciences, economics, international humanitarian law).

EXPERIENCE AND SKILLS

Essential

  • At least 5 years of progressive responsibility working in humanitarian programmes with INGOs.
  • Experience of working within a rapid-onset large emergency response with an aid organisation (including experience managing response at the field level), including in assessment, design and implementation of programming.
  • Experience of managing large multi-million programme budgets.
  • Excellent oral and written communication skills in English.
  • Excellent computer skills in MS packages (Computer Applications: Word, Excel, PowerPoint etc.)
  • Demonstrated capacity to work autonomously under pressure and with tight deadlines.
  • Outstanding coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels. Willingness to learn and share information.
  • Demonstrated capacity to coordinate with multiple other stakeholders, including government authorities, community representatives, the UN and other humanitarian agencies.
  • Commitment to achieving the highest levels of safeguarding and accountability to affected populations.
  • Strong analysis, planning and organisational skills.
  • Experience of working in hostile environments. Self-motivated with the ability to work autonomously in a highly stressful and challenging environment. Commitment to work longer hours/weekends when needed.
  • Commitment to the aims and principles of Save the Children, in particular a good understanding of Save the Children’s mandate and child focus.

Desirable

  • Arabic speaking and writing skills strongly desired.
  • Specific knowledge and experience of emergency response in one of the following technical sectors: Health, Nutrition, WASH, Shelter-NFI, Cash, Child Protection.
  • Excellent understanding of humanitarian coordination and funding mechanisms. Demonstrable knowledge of international humanitarian law and principles.
  • Experience of all elements of proposal and budget development.
  • Track record of supporting the maintenance of safety and security of teams.
