EpiC HIV Services Sustainability Advisor – Kazakhstan

FHI360 currently is implementing the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control over a five-year period of performance from April 15, 2019 to April 14, 2024. The goal of EpiC is to achieve and maintain epidemic control through strategic technical assistance to improve HIV prevention, case finding, care, and treatment programming in countries supported by PEPFAR.

We are currently seeking qualified individual to provide Technical Assistance on HIV services sustainability activities in the Republic of Kazakhstan.

Goal

The community-based HIV services sustainability advisor will be engaged in elevation and institutionalizing community-based service delivery within the broader Kazakhstan HIV response. They will provide technical assistance and expertise for involvement of HIV related community organizations in the planning, implementation, and evaluation of the national HIV response. They will work closely with the Kazakh Scientific Center for Dermatology and Infectious diseases (KSCDIZ) and local AIDS Centers as well as national and local community-based organizations and networks.

The proposed position will be responsible for the following:

1. Strengthen people-centered approaches to HIV service delivery. Develop and implement a plan (for KSCDIZ approval) for increased engagement of civil society (PLHIV and KP representation) in HIV strategic planning and policy development which may include civil society involvement.
2. Support implementation of social contracting in one of the PEPFAR sites:
   1. Develop a technical working group (TWG) to advise and monitor progress toward a social contracting plan.
   2. Liaise with the Ministry of Health (MOH) on implementation progress of the social contracting plan.
   3. Develop an algorithm based on East Kazakhstan social contracting pilot that can be scaled to other oblasts.
3. Identify barriers to community-based service delivery within the current legal framework and advise on solutions. Assess and advise on the legal framework related to community-based organizations supported by MOH including regulatory basis for community-based staff position and tariffs.
4. Analyze domestic financial resource needs for institutionalization of community-based services into government HIV response, based on findings from the upcoming fiscal space analysis (as outlined in sustainability plan).
5. Review of the national HIV indicators to reflect the progress towards the epidemic control (95-95-95).

Other areas as mutually decided by KSCDID and FHI360/EpiC.

Qualifications

• Higher education in health finance, economics, extensive experience in public health. A Master’s degree is required. PhD will be considered an advantage;
• Experience in the field of health economics. Experience in financing HIV programs with a focus on financing the community HIV services;
• At least 10 years of experience in the field of HIV financing especially in post-Soviet countries;
• Good analytical skills and excellent interpersonal skills;
• Effective skills to coordinate among various government departments, organizations, international technical agencies, organizations and donors;
• Demonstrated experience in communication with government officials and high-level individuals;
• Fluency in Russian and English;
• Open to any applicant able to legally work and reside in Kazakhstan. Ability to relocate to Almaty, Kazakhstan for up to one year (with possible extension).

Payment

The consultant will be paid the agreed daily rate based on the actual days worked and satisfactory performance subject to the EpiC regional project director acceptance and approval of services and deliverables indicated above.

Payment for the provision of services is made by bank transfer; payment is transferred within 10 days from the receipt of supporting documents on the work executed according to the table below:

FHI 360 plans to issue a service agreement in support of the RFP. This work will take place in Almaty, Kazakhstan, and selected consultant should be able to travel domestically within Kazakhstan, if needed.
