Haltes aux Mines Antipersonnel (HAMAP-Humanitaire) is a French NGO founded in 1999 to contribute to the struggle against the risks posed by mines to the civilian populations. HAMAP-Humanitaire is active in 13 pays, and pursue a mission of support to its local partners from the formulation of their needs to the realization of their project and its sustainability.

HAMAP (Halte Aux Mines Antipersonnel) has developed various training, mine risk education and humanitarian demining projects in Africa and the Middle East. HAMAP-Humanitaire is currently active in Iraq and in the North East of Syria (NES).

Hamap-Humanitaire in Iraq

HAMAP-Humanitaire has been working in Iraq since 2016, in capacity strengthening of local partners in Iraq. HAMAP-Humanitaire first implemented IED-Clearance training to the profit of local authorities in Sulaymaniyah and Erbil. Since 2019, HAMAP-Humanitaire support a local Iraqi NGO in continuous improvement of its organizational and technical capacity. HAMAP-Humanitaire’s partner in Iraq is now accredited to conduct clearance operation in federal of Iraq.

Since October 2021, HAMAP-Humanitaire and its partner SHO are active in EO RE and NTS in Sinjar district. The two partners realized a need assessment and identified priority areas for EO RE, NTS and clearance. HAMAP-Humanitaire has been fund seeking to different donors and will launch its first clearance project in Iraq beginning August 2022.

Tasks and responsabilities

In the framework of the launch of clearance project in Sinjar, HAMAP-Humanitaire is looking for an EOD Operation Management Advisor to be based in Erbil with frequent trips to Sinjar. In close link with the Coordinator for Iraq his main missions are articulated around 5 components :

  • Evaluation and training : Conduct a gap analysis of the local partner’s mine action capacity and draw a development plan based on the results. Develop training material – in line with SOPs and NMAS – as per need, Implement training and support local partner in the implementation of trainings.
  • Program support : Assist Coordinator for Iraq in design and development of projects through providing technical review and guidance. Review and validate operation reporting tools and activities reports.
  • Quality Assurance / Control : ·Support project coordinator and project implementing coordinator in the identification of priorities in line with risk-level and socio-economic impact of clearance. Develop a quality management scheme, to monitor operations along with their impact.
  • Representation and coordination : Represent the organization as HAMAP-Humanitaire’s and its partner in particular for technical meetings and with local authorities, as assigned by the Coordinator for Iraq. Coordinate operations and capacity strengthening efforts with main stakeholders
  • Technical advising : Ensure the replacement of the international technical advisor (based in Sinjar) in case of absence of the latter. If safety concerns or more efficient methods are identified, make recommendation regarding new approaches and improvements to the SOPs

Plus any other tasks as assigned by Coordinator for Iraq.

Reporting Line

The Operation Management Advisor reports directly to the Coordinator for Iraq. For technical matters, the Coordinator for Iraq may involve reference persons in HQ or other missions. The Operation Management Advisor will be part of weekly meeting with HQ’s Iraq desk.

Profile

Required qualifications

  • IMAS EOD 3 minimum, EOD 3 + (IED-D) preferred (with certificates).
  • At least 10 years’ experience in the Explosive Ordnance Disposal field, including at least 3 years in Humanitarian Mine Action.
  • At least 2 years’ experience as a trainer in the EOD field.
  • Experience in EOD Quality Management
  • Experience in drafting SOPs
  • Fluency in written and spoken English mandatory
  • French and Arabic will be considered an asset
  • High degree of computer literacy.
  • Experience in project management, representation, advocacy, monitoring and evaluation appreciated.
  • Experience in Middle East and in particular in Iraq will be highly appreciated.

Conditions

Expected starting date: august 1st, 2022

Contract until January 31, 2023 with possibility of renewal

Salary and benefits

  • Salary according to HAMAP’s salary scale
  • Living expenses according to internal policy
  • Health, social security and insurance as per Hamap expatriation policy
  • Airfare and accommodation covered

Duty base : Ebril, Iraqi Kurdistan Region with frequent travel to Sinjar and Baghdad. Collective housing.

Work rate: 2 weeks break every 3 months.
