HALO

The EOD Officer will be based in Ukraine and will report to the Operations Manager. They will conduct EOD activities directly as well as supervising, managing, supporting, training, and mentoring other EOD staff and teams. They will have to creatively overcome the challenges presented by operating in a heavily contaminated, post-conflict environment under the mentorship of the Programme’s Technical Advisor (TA) and HALO’s Global TA team. Operations will be conducted in areas where there is no direct threat against HALO personnel from the combatants.

Plan, conduct, and report on EOD work in compliance with HALO’s procedures and policies.

  • Supervise, manage, and mentor EOD operators and EOD teams as directed by the Operations Manager.

  • Support the Operations Manager with the planning and prioritisation of tasks for clearance.

  • Ensure the safety of EOD teams during EOD activities.

  • Identify hazards and conduct risk assessments on the likely impact of EO contamination on staff, operations and civilians in affected areas.

  • Support the development of Standard Operating Procedures (SOPs) and other guidelines for HALO EOD related activities.

  • Write reports on EO contamination in order to broaden the technical understanding associated with humanitarian clearance tasks.

  • Refer to and support the Programme Technical Advisor on all technical matters.

  • Support programme departments, as required, in order to ensure wider HALO operations are provided with EOD capabilities when needed.

  • Conduct EOD training as specified by the Programme Technical Advisor. This may include both HALO staff and those from other organisations according to requirements.

  • Manage the safe storage, transportation, security and accounting of explosives, as specified in Programme SOPs.

  • Ensure all EOD team equipment and stores are correctly managed and maintained.

  • Establish a working relationship of other EOD operators within the area of operations assigned to the team, including governmental and non-governmental organisations.

  • Manage assigned staff and conduct all activities in compliance with local laws and HALO’s procedures and regulations.

Requirements

Essential Qualifications and Experience

· IMAS EOD Level 3

· Five year experience of conducting EOD training and supervising EOD operations

· Demonstrable organisational, writing and communication skills

· Excellent in both oral and written English

· Driving license essential

Desirable

· 3+ years of field experience within Humanitarian Mine Action

· Additional IMAS EOD 3+ qualifications in armoured fighting vehicle clearance, air delivered weapons and guided missiles, are highly desirable. Additional training will be provided for successful candidates without the 3+ qualifications.

· Understanding and previous experience of working in Ukraine

· Ukrainian or Russian language skills
