Background

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development.  Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.

 

Reporting

The Environmental Compliance Officer reports to the Environmental Compliance Specialist or his/her designee.


Qualifications & Preferred Skills

Responsibilities:

The Environmental Compliance Officer oversees project environmental compliance, including environmental threshold decisions and climate risk determinations during activity development; monitors activities from development to clearance, implementation and closeout to ensure mitigations have been incorporated.

 

  • Supports the DCEO grants and program team to ensure that activity design and implementation complies with USAID environmental rules and regulations with appropriate monitoring and mitigation measures incorporated into grant implementation plans and processes and procedures are established for implementation of the Environmental Mitigation & Monitoring Plan (EMMP).
  • Makes preliminary environmental threshold decisions and climate risk determinations during activity development.
  • Leads on the development of environmental compliance documentation as required for all DCEO activities under the guidance of the Grants Director and in collaboration with other DCEO team members as relevant to the specific activity.
  • Ensure accuracy and completeness of all back-up environmental documentation.
  • Works with the grants and technical teams to monitor environmental compliance of grantees and other DCEO partners.
  • Provides input to all activity development, planning, and implementation processes to make sure the DCEO team is informed of environmental clearances as they impact the program timeline.
  • Troubleshoots and resolves environmental compliance related delays.
  • Receive and incorporate updated guidance or policies into existing systems and procedures
  • As required, provide surge support on grants compliance related tasks such as updating trackers, extracting database reports to follow up with the teams on the grant activity timelines, tracking and preview of the grant activity close out.
  • Reviews activity files to ensure all environmental compliance grant file documentation is complete and being saved on a regular basis.
  • Reviews completed activity files and either recommend updates or readiness for closeout as pertains to environmental compliance.
  • Contributes to reporting on EMMP to USAID as required
  • Assists with quarterly, semi-annual, and annual reporting on environmental monitoring and mitigation reporting as needed.
  • Other tasks as assigned

 

Qualifications:

  • Bachelor’s degree in a relevant field.
  • Three years of experience working in the development sector with, preferably on programs funded by USAID.
  • Good understanding of USAID environmental regulations for environmental compliance. Experience supporting project environmental compliance and/or developing country initial environmental evaluations and EMMPs highly desired.
  • Strong communications skills, with prior experience providing grants or procurement training to staff and local partners preferred
  • Fluent written and spoken English is required. Arabic and Kurdish language skills desired.
